Project Overview:

The Pacific Labour Facility (PLF) facilitates seasonal and longer-term work opportunities for Pacific workers in Australia. It connects Australian employers with Pacific workers under the newly introduced Pacific Australia Labour Mobility (PALM) scheme which combines the existing Pacific Labour Scheme (PLS) and Seasonal Worker Programme (SWP).

Role:

The Labour Mobility Senior Reintegration Coordinator will work with various stakeholders to support and facilitate the development of a Reintegration Program that addresses PALM Scheme (seasonal and long) objectives for returning workers, aligned with Government of Timor-Leste vision for reintegration.  There are many partners/ stakeholders implementing different reintegration initiatives, and this role will ensure there is clear synergies and integration among all these initiatives so that PALM workers are supported when they return from working in Australia.   Strengthening reintegration is a priority for SEFOPE/DNEE so that Timor-Leste as a country can fully experience the most possible benefits from Circular Labour Mobility.   

Primary Duties and Responsibilities: 

In line with the Government of Timor-Leste Circular Labour Mobility priorities, under the guidance of the Labour Sending Unit and the Director of DNEE, and with the supervision of the Engagement Manager – Pacific Labour Facility, the Senior Reintegration Coordinator will undertake the following duties: 

  • Develop an engagement approach to other reintegration stakeholders to identify synergies and ways of working together so that benefits of the various activities can truly trickle down to workers and families. 
  • Consult and develop a Timor-Leste PALM Reintegration Strategy that can be an integral part of the overall Government Reintegration Strategy for Labour Mobility. 
  • Design and implement together with the LSU a debriefing workshop for returning PALM Scheme workers, that can be offered every 2 months for all PALM return workers. 
  • Identify and engage with local partners who can add value to the reintegration program 
  • Attend/ support the delivery of some of the reintegration initiatives (e.g. financial mgt training, community project mgt training) 
  • Develop and support implementation of a pre-departure survey for workers returning home to ascertain their intention when return home to assist in planning reintegration activities. 
  • Prepare regular monthly and quarterly reports on progress of reintegration activities and ways forward 
  • Communicate/ liaise with relevant Australian based organisations that are contributing to labour mobility reintegration (e.g. employers, skills ‘add on’ projects) 
  • Assist return PLAM Scheme (seasonal and long) workers with their reintegration processes/ progress. 
    Collect ‘stories of change’ from the return seasonal workers, whose involvement in the reintegration program reflects a positive change in their life 
  • Participate in meetings and complete other required activities relevant to this role. 
  • Report any incident to your supervisor where staff or participants are behaving in a manner that contravenes the workplace Code of Conduct. 
  • Participate as a member of the Timor-Leste PLF team and contribute to planning and reporting activities. 

Qualifications and Experience: 

  • Tertiary qualification in a relevant discipline with at least 4 years’ experience in managing programs/project, stakeholder engagement, coordinating and strengthening teams, and managing staff and program risks.  
  • A demonstrated ability to build respectful, productive and sustainable working relationships with a variety of stakeholders (including partner government, civil society and the private sector) and working together to achieve results 
  • Previous experience of working in Timor-Leste either in a government role or as a technical advisor to a government department. 
  • Demonstrated ability to coach, mentor and nurture locally based staff  
  • Demonstrated ability to work autonomously with limited supervision and ability to work under pressure to meet key deliverables 
  • Demonstrated skill and experience at convening and facilitating productive interaction between diverse groups of people 
  • Experience working with programs in the Pacific with a strong understanding of gender equality concepts and issues 
  • Excellent interpersonal skills and the ability to build and maintain effective working relationships with a range of different individuals and organisations across countries and time zones 
  • High level proficiency in Word, Excel, PowerPoint and web browsers 
  • Ability to work to deadlines, and to balance competing priorities. 
  • Advanced written and verbal communication skills.

Application Requirements:

This is a Dili based role, candidates who are willing to relocate for the position must do so at their own expense. Candidates must have current unrestricted work rights or be eligible to apply for a valid visa for Timor-Leste. Salary is competitive and based on the Public Service Pay Agreements.
