The Partnership for Inclusive Prosperity / Parseria ba Prosperidade Inklusivu (PROSIVU) Program is seeking a Timor Leste VAT Implementation (TLVATI) Project Manager is to advise and assist the Commissioner of Tax Authority and the VAT Project Steering Committee.
PROSIVU is an Australian Government program supported by DT Global. PROSIVU is the next phase of Australia’s governance support to Timor-Leste. The program will extend Australia’s longstanding partnership with Timor-Leste in support of good governance and economic policy development. It is Australia’s primary program for providing support to Timor-Leste’s central government agencies and economic line-ministries.
This is an international Long Term Adviser position. The Timor Leste VAT Implementation (TLVATI) Project Manager will have the following qualifications, experience, and skills:
Essential Experience and Knowledge
- Bachelor level degree or post-graduate tertiary qualifications in taxation, accounting, finance, business management or related discipline.
- A minimum of 10 years’ experience in domestic tax administration;
- Detailed knowledge of taxation law and taxation administration or the ability to quickly acquire such knowledge;
- Experience in a developing country taxation office;
- Relevant work experience in a Pacific Island Country will be highly regarded;
- Proven project management skills and the ability to lead people;
- A strong capacity to implement reform programs and manage change;
- High level skills in analysis of complex tax technical issues and interpretation and application of domestic tax laws including a consumption tax (eg VAT). ;
- A strong knowledge of the systems, processes and policies used to administer tax laws including:
- Taxpayer Service delivery;
- Registration, Filing and Debt Management processes;
- Compliance monitoring, taxpayer audit and enforcement; and
- IT systems;
- A sound understanding of modern management techniques, including people management and effective modern communication approaches;
- Familiar with strategies to mitigate tax compliance risks, including knowledge of risk management principles and compliance improvement strategies or the ability to quickly acquire such knowledge;
- Experience in capacity development and implementation of formal and on-the-job training including the development of relevant procedures, manuals and training courseware; and
- Strong written and oral communication skills, with the ability to effectively communicate with a broad range of stakeholders.
