Project Overview 

Preventative Health and Community Empowerment (PHACE) programme will focus on working closely with the government health departments and communities to shift from reliance on a curative health model, which is under-resourced, to a sustainable preventative health model.

This programme will empower communities to be effectively organised, lead, and able to identify and solve health and other development issues, achieving improved health outcomes through resilient communities driving locally owned health related outcomes. This is done through locally recruited volunteers who remain an asset in the community. Also empowered People affected by Leprosy who become active in the community, become ‘champions’ so others can come out and join them, breaking down their own stigma.


Overall Purpose of the Job

The Monitoring, Evaluation, Reflection and Learning (MERL) Officer will be responsible for the data collection, design, coordination and implementation of project monitoring and evaluation framework, training, research, learning and reporting 
 
Key Tasks and Responsibilities
  • Development of the MERL Plan for the project, including indicator selection, target setting, reporting, database management, and developing MERL and performance monitoring plans.
  • Assist in the revision of the project logic-frame matrix, particularly in the areas of performance indicators and their measurement. 
  • Review the quality of existing data in the project areas, and provide updated project data when needed at all times.
  • Support baseline data collection for all project indicators.
  • Develop a plan for project related capacity building on MERL.
  • Collect and analyse data on a regular basis to measure achievement against PHACE project performance indicators.
  • Support development of weekly, monthly, quarter and annual MERL reports.
  • Perform other duties as may be assigned to you by the PHACE Project Manager / Director.
  • Support ML-TL project progress reporting, project mid-term evaluation and end-term evaluation.
  • Identify lessons learned and develop case studies to capture qualitative outputs of the project indicators.
  • Share data and analysis with internal and external stakeholders for reflection and learning purposes.

Any Special Working Condition
  • Required to undertake field trips in targeted areas.

Person Specification

Essential:
  1. University degree in statistics, social sciences or community development.
  2. Courses in MERL.
  3. Be a team player and able to work without supervision.
  4. Understanding the rural context. 
  5. Analytical skills
  6. Listening skills  
  7. MS Office software, MS Excel, Word and PowerPoint with ability to enter, read and analyse the data.
  8. Proficient in the following computer applications and technologies to an Intermediate-high level with ability to enter, read and analyse the data: Microsoft Offices, Internet Explorer, and Data collection applications (e.g., Kobo Toolbox/mWater, SPSS).
  9. Promotes a knowledge sharing and learning culture in the office.

 

Desirable:
  1. A minimum of two years working experience in the MERL area.  
  2. Prior working experience in an international NGO or development NGO.
  3. Demonstrated ability and extensive understanding of project and program management principles, methods, and techniques in the cover letter.
  4. Strong verbal communication, analytical, presentation and interpersonal skills.
  5. Flexibility and adaptability in different situations.
Language Skills
  1. Ability to speak and write in Tetum is essential and working English languages is desirable, Portuguese and Bahasa Indonesia are added advantage
  2. Some competence in a local language
