Vaga Servisu - Monitoring, Evaluation and Learning (MEL) Officer - ChildFund Timor-Leste

Reports to: ChildFund Timor-Leste MEL Coordinator

Employment: Full-time, Initial one year employment agreement, with option to extend upon mutual agreement.

Other Information: Criminal History Checks are required to be undertaken for this position

 

PURPOSE OF THE POSITION

As the MEL Officer you will support ChildFund Timor-Leste’s programs monitoring and evaluation work and supporting project staff in field data collection, support data entry and management aligning with ChildFund Australia Monitoring, Evaluation and Learning Framework to a high standard and in a timely manner. You work closely with the MEL Coordinator and other Project team members to support all in-country projects. 

 

KEY DUTIES

Monitoring & Reporting

  • Support data collection and data analysis on progress against outcomes and lessons learned, to develop (or inform the development) of the program’s progress reports as well as relevant project reports.
  • Support data entry, compile, review, clean and verify quantitative data monthly and ensure data is shared with the program team and field staff on time.
  • Write monthly progress report on M&E activities to MEL Coordinator

Planning & Improving

  • Prepare and operate databases for the entry and analysis of the M&E data.
  • Undertake regularly updates and tracking of M&E plan for all ChildFund Projects
  • Provide administrative support and manage Salesforce (HIVE) system to upload and update projects documents and reports.

Learning & Capacity Development

  • Support MEL Coordinator on providing guidance, review tools, templates for monitoring, evaluation, and learning to the project staff and partners.
  • Support MEL Coordinator to conduct training on key MEL concepts, data collection tools and processes for project staff and partners.
  • Organize and facilitate internal reflection and learning workshops to document and verify progress against outcomes and lessons learned.
  • Assist in designing required survey tools/methodologies and ensure the findings are generated shared and used by relevant staff / partners in a timely manner.
  • Contribute to reflection workshops, case studies and documentation of results.
  • Attended MEL online meeting carried out by MEL Advisor in Sydney

 

QUALIFICATIONS & EXPERIENCE

  • Bachelor Degree qualification in a relevant discipline; qualifications in M&E and/or international development studies would be an advantage
  • At least 2/3 years’ experience at project/program level in community development activities and using MEL system and databases, field data collection, data entry, data verification,
  • General knowledge of statistical, Monitoring and evaluation concepts
  • Proficiency with relevant computer software Word, Excel. ( experience with SPSS, EPI Info , KOBO and knowledge of online survey tools would be an added advantage
  • Ability to work independently and cooperatively with other Program team members.
  • Able to travel frequent to the Municipalities and Project Site
  • Proficiency in written and spoken English.
