Skills and Development Training Coordinator - Timor-Leste, Pacific Labour Facility - Dili


Project Overview:

The Pacific Labour Facility (PLF) works with DFAT and DEWR to support the administration of the PALM scheme and facilitate opportunities for Australian employers to connect with workers from the Pacific and Timor-Leste. The PLF is managed by Palladium and has been established as a trusted intermediary in supporting Australia-Pacific circular labour mobility.


Role

The Skills and Development Training Coordinator, Timor-Leste will support and deliver Pre and Post Departure Briefings for workers participating in the Labour Mobility Programs as well as develop simple skills development programs for the LSU team.  The role also includes developing applicant employability skills to improve their employment opportunities. Training delivery will support national efforts to build a work-ready pool of potential workers to supply labour market needs in Australia. The position will also facilitate the engagement between APTC and LSU.  


Primary Duties and Responsibilities: 

Under the direction of the Labour Mobility Engagement Manager, Timor-Leste the Skills and Development Training Coordinator will: 

  • Work collaboratively with the LSU Team responsible for skills and development to:  
    1. Prepare and develop skills of LSU team in delivering Pre-Departure briefings to workers before they depart. 
    2. Prepare and develop skills of LSU team in delivering Pre-Departure briefings to workers when they return from overseas. 
    3. Prepare and maintain up-to-date Pre- and Post- Departure Briefing resources and materials relevant to the Timor-Leste context. 
    4. Identify and engage local partners that can add value to the delivery of the Pre- and Post- Departure Briefings and Work Readiness programs.   
    5. Work with partners to coordinate attendance at internal and external Work-Ready Skills Programs, including fitness tests, English courses, digital literacy programs, CV preparation and interview skills. 
  • Develop Training and Development plan for LSU, including links with APTC /TVET . 
  • Find ways to improve the quality of training delivery and propose alternative solutions to do it more effectively. 
  • Support LMEM for pathways for specific training and skills programs, such as employer sponsorship training with training centers  
  • Prepare reports and conduct analysis of skills and training needs/acquired, training data, etc. 
  • Complete required administrative tasks linked to this role, including working with the Quality, Learning and Performance Coordinator to distribute surveys and collate feedback from workers.   
  • Liaise with APTC to ensure better coordination between LSU and APTC/TVET for development of training opportunities for Labour Mobility. 
  • Support the LMEM during strategic discussions with SEFOPE to promote and increase Labour Mobility visibility. 
  • Undertake and deliver the outcomes and objectives of the role in accordance with the expected Core Capabilities, Ways of Working and Values of ONE PLF  

Qualifications and Experience: You will possess the following qualifications and experience: 

  • Tertiary qualification in education, training or similar relevant discipline or at least 5 years demonstrated experience in the development, delivery  and facilitation of training programs and coaching/mentoring of others. 
  • Demonstrates high levels of initiative. 
  • Has strong organisational and time management skills. 
  • Excellent skills in the use of Microsoft Office products including Word, Excel, PowerPoint, Outlook. 
  • Experience in managing and implementing projects.  
  • Demonstrated understanding of Gender Equality, Disability and Social Inclusion  (GEDSI) processes, principles and practices.  
  • Experience in fast paced working environments, with tight deadlines. 
  • Excellent English and Tetum written and verbal communication skills for high level external engagement and report writing. 
  • Demonstrated commitment to diversity and inclusion, particularly in a cross-cultural context 

 

Application Requirements:

This is a Dili based role, candidates who are willing to relocate for the position must do so at their own expense. Candidates must have current unrestricted work rights or be eligible to apply for a valid visa for Timor-Leste. Salary is competitive and based on the Public Service Pay Agreements.
