Job Description:

The P&C Manager is responsible for leading the people and culture department within World Vision Timor-Leste (WVTL). The P&C Manager ensures the P&C work plans and policies align with WVTL’s country strategy, the SAPO regional strategy and the Global Centre strategy. This position will ensure WVTL has a supportive environment for staff and has the culture to improve child well-being in Timor-Leste. The P&C Manager is a member of Senior Management Team (SMT) and therefore works with other SMT members to execute organizational strategies, goals and priorities with World Vision’s mission, vision and values. The P&C Manager ensures consistent practice of an organizational culture as defined by partnership’s core values and World Vision Timor-Leste’s unique cultural traits.

 

The P&C Manager will also provide leadership in all aspects of the P&C function. This includes organisational development, employee and consultant relations, recruiting, compensation, benefits, performance management, training, and policy development on a range of HR related topics. 

 

Major responsibilities

Organizational Development and Strategic Initiatives

  • Develop TL P&C Business plan in support of and in alignment with Partnership P&C Strategy & NO strategy and priorities
  • Contribute to organization wide communication and change management processes to support implementation of NO P & C Business Plan.
  • Assist National Director in creating an effective organizational structure that will support the overall program strategies of WVTL

 

Talent & Performance Management

  • Established integrated system such as recruitment & selection, performance management, compensation benefit, staff development that will support career development culture
  • Career & Leadership development framework established
  • Succession planning and talent pool management mapped out
  • Individual learning plans are established for talent pool
  • Organisational-wide capacity building plan established
  • Establish internship / young professional programme

 

Ensure WVTL aligns with WVI P&C policies and equips staff to follow them

  • Updated, contextualized and accessible P&C policies are established
  • Responsive orientation program for new staff
  • Ensure critical compliance trainings are completed by all staff, such as conflict of interest.
  • Increase staff awareness of key policies and procedures
  • Limited risk audit rating 
  • Manage significant issues, critical matters, challenges, and opportunities relating to day-to-day operation and function of P&C
  • Technical leadership, support and guidance in the area of P&C are provided and aligned with the standards, policies and guidelines

    

Compensation & Benefits Management

  • Ensure that all jobs are graded in accordance with the Hay job grading system 
  • Facilitate salary survey process with other development partners
  • In collaboration with Asia Pacific (AP) P&C Business Partner review and update salary structure to ensure external equity and competitive compensation and benefit for retention of staff 
  • Establish reward and recognition system that will promote higher performance.
  • Ensure that compensation & benefits comply with minimum WV partnership standards and local labour law.
  • Develop monthly payroll for finance and ND to approve
  • Ensure income tax is paid.
  • Manage critical compensation and benefits programmes, like medical benefits, severance pay.

      

Employee Relations

  • Facilitate staff grievances and disciplinary action process in collaboration with line managers when appropriate.
  • Liaise with Regional P&C and local legal counsel on matters pertaining to any employee-employer relationship that will have legal ramifications to WVI.
  • Provide counsel to employees on issues pertaining to employee relations.
  • Support investigations as required including safeguarding level 2 and 3 events.
  • Conduct exit interview debriefings.
  • Liaise with the lawyer for court litigations with staff.
  • Ensure confidentiality is maintained at all times.
  • Travel to field programmes at least every 2 months to listen to staff concerns and explain any policy changes

 

Champion supportive culture within WVTL

  • Support the organisation to hold fast to mission, vision, and values
  • Organise team building and well-being events
  • Ensure organisational psychological safety is promoted
  • Support WVTL’s unique faith-based approach, including organising staff annual events, such as Day of Prayer
  • Coordinate staff care and resilience across the organisation

     

Lead P&C team

  • Lead P&C team and ensure team members are clear on their roles and responsibilities
  • Undertake weekly team meetings and monthly catch-ups with team members.

  

Required Professional Experience

  • At least 5 years’ experience in Organizational Development and HR development or managing teams, in complex, international organization preferably in NGO context.
  • Graduate degree qualification and/or professional qualification in Organizational Development, Psychology, Development Studies, Leadership, HRD, or related field.
  • Language competency in English and Tetun.
  • The position requires the ability to travel domestically and internationally up to 10% of the time.


Preferred Qualifications

  • Leadership experience in Timor-Leste 
  • Developed people into leadership and management role 
  • Proven experience as team player 
  • A thorough understanding of all areas of HR management and staff development, and how this is contextualized in Timor-Leste 
  • Understanding the vision, mission and core values of World Vision 
  • Understand the Humanitarian Industry
