VACANCY ANNOUNCEMENT

A. SUMMARY

TIMOR GAP, E.P. is the Timor-Leste’s National Oil Company which was established in 2011 under the Decree Law no. 31/2011. Its main objective is to act on behalf of the State, in conducting business within the petroleum and gas sector. Its activities vary from Onshore to Offshore and national to international.

B. VACANT POSITIONS

  1. HR Manager – One Position

Main Responsibilities: Oversees the human resources department, ensuring compliance with employment laws, developing, and implementing HR policies, managing recruitment, employee relations, performance management, and training programs to support organizational goals. In order to deliver these tasks effectively, he/she is required to possess notable skills and knowledge in HR best practices, strong leadership and organizational skills,  employment law, problem solving and decision making. These will ensure compliance with industry codes and standards, which will also contribute to the achievement of inclusive business goals and targets of TIMOR GAP, E.P.

Qualifications and Other Requirements: Master’s or bachelor’s degree in Human Resources Management, Business Administration, or related field; Minimum 5-7 years with proven experience in human resources management with a track record of successful HR Leadership or in any related positions preferably in oil and gas industry.

  1. Quality Control & Finance Manager – One Position

Main Responsibilities: Oversees the administrative and financial operations of an organization, ensuring effective financial planning, budgeting, reporting, managing accounts payable and receivable, maintaining financial records, ensuring compliance with financial regulations, supervising administrative staff and functions to support organizational efficiency and growth. In order to deliver these tasks effectively, he/she is required to possess analytical skills, strong understanding of financial management principles, budgeting, financial reporting, and accounting practices. These will ensure compliance with industry codes and standards, which will also contribute to the achievement of inclusive business goals and targets of TIMOR GAP, E.P.

Qualifications and Other Requirements: Master’s or bachelor’s degree in finance, accounting, business administration, or a related field; Minimum 5-7 years of proven experience in finance and administration roles, with a track record of successful financial management and administrative oversight or related positions preferably in oil and gas industry.

  1. Compensation and Benefits Officer – One Position

Main Responsibilities: Manages the end-to-end payroll process, ensuring accurate and timely payment of employee salaries, handling payroll deductions and tax withholding, maintaining payroll records, ensuring compliance with relevant laws and regulations, and resolving payroll-related issues and inquiries from employees. In order to deliver these tasks effectively, he/she is required to possess excellent numerical and analytical skills, attention to detail, and proficiency in payroll software and Microsoft Office Suite. He/she must be highly conscientious, accurate, and have a strong understanding of payroll practices, tax regulations, and compliance requirements.  These will ensure compliance with industry codes and standards, which will also contribute to the achievement of inclusive business goals and targets of TIMOR GAP, E.P.

Qualifications and Other Requirements: Bachelor’s degree in accounting, finance, or related field. Minimum 2-4 years proven experience in payroll processing and management or in related area preferably in oil and gas industry.

  1. Payroll Assistant – One Position

Main ResponsibilitiesSupports the compensation and benefit officer by assisting with the preparation and processing of payroll, maintaining accurate payroll records, handling employee inquiries, ensuring compliance with payroll regulations, and performing administrative tasks to support payroll operations. In order to deliver these tasks effectively, he/she is required to possess a strong numerical and analytical skills, attention to detail, and proficiency in Microsoft Office Suite, particularly Excel. Basic understanding of payroll practices and regulations is required. These will ensure compliance with industry codes and standards, which will also contribute to the achievement of inclusive business goals and targets of TIMOR GAP, E.P.

Qualifications and Other RequirementsBachelor’s degree in accounting, finance, or a related field. Previous experience in payroll processing or administrative roles is advantageous, preferably in the oil and gas industry.

  1. HR Assistant – One Position

Main ResponsibilitiesSupports the human resources and administrative departments by handling tasks such as employee record maintenance, recruitment support, on boarding, managing office supplies, scheduling meetings, and assisting with general administrative duties to ensure smooth office operations and efficient HR processes.  To deliver these tasks effectively, he/she is required to possess a basic understanding of HR practices, recruitment processes, and office administration which will also contribute to the achievement of inclusive business goals and targets TIMOR GAP, E.P.

Qualifications and Other RequirementsBachelor’s degree in human resources, business administration or any relevant field.  Previous experience in an administrative or HR support role is advantageous preferably in oil and gas industry.

  1. Business Support Assistant – One Position

Main ResponsibilitiesUnder the direct supervision of Director Human Resources Development and Administration support unit, the business support assistant provides essential administrative and operational support to ensure the smooth functioning of the department. This role involves assisting with HR processes, maintaining records, and supporting various HR initiatives. To deliver these tasks effectively, he/she is required to possess a basic understanding of HR practices and office administration which will also contribute to the achievement of inclusive business goals and targets TIMOR GAP, E.P.

Qualifications and Other RequirementsBachelor’s degree in Human Resources, Business Administration or any relevant field.  Previous experience in an administrative or HR support role is advantageous preferably in oil and gas industry.

All applicants must meet the following requirements: Proficiency in English and Tetum, both written and oral communications; must comply with the required qualifications, as indicated in each position.
