1. Purpose
2. Type of employment
· Position: This position is based in Dili, The Type of the contract is a Fixed term, 1-year contract with the possibility for extension based on performance and funding., Oxfam offers a salary based on the experience and skill of the applicant.
3. Skills and Experience required.
- Experience 7 years in leading a project team and stakeholders (internal and external) in the delivery of program strategy.
- Experience 7 years in program and budget management
- Experience and understanding of gender transformative and feminist approaches, including Do No Harm approaches, with a demonstrated ability to develop and implement relevant strategies.
- Experience and understanding of land rights issues in Timor-Leste is highly desirable.
- Experience in influencing and advocacy, including developing strategies and leading successful campaigns.
- Experience and skills in stakeholder liaison, including with government and in public policy influencing and research.
- Proven record of the development of supporting civil society partners advocacy, policy, program technical, and implementation capacity.
- Experience in implementing program monitoring and evaluation, including Do No Harm.
- Excellent time management, coordination skills, and an ability to manage multiple tasks and deliver quality outputs with competing deadlines.
- Excellent communication and facilitation skills
- Demonstrable understanding of gender, disability, and diversity issues and proven commitment to and evidence of promoting gender and diversity equity.
- Demonstrated financial management and reporting skills, including experience managing multi-donor-funded programs.
- Excellent communication, negotiation, and facilitation skills, including in a cross-cultural context.
- Qualifications in gender equality, public policy, international development, or other relevant disciplines are highly desirable.
- Fluent or very high level written and spoken competency in English and Tetum.
