Job Description:
Major Responsibilities
- Provide guidance to staffs on cash & bank payment process
- Perform financial review for cash and bank payment request and ensure supporting documents are attached to
- Ensuring petty cash float amount follows the maximum amount
- Perform daily petty cash count with the Area Program Manager and ensuring petty cash count voucher is signed and documented
- Perform cash and bank journal entries using SUN system on time
- Perform reclass journal as necessary
- Ensuring vouchers are properly supported, and deposits to bank made in timely manner, and reimbursement made
- Monitor the field office cash flow and submit the fund request to National Office
- Review staff cash advance and liquidation must be done on time
- Maintain a proper filing system for all financial records and documents, including historical files
- Undertake other tasks as assigned by the Area Program Manager and Finance Coordinator/Manager from National Office
- Assist the Finance National Office in providing the required information and supporting documents during audit or spot check preparation
Risk Management
- Conduct daily payments review to ensure the correct transaction coding and strong supporting documents for National Office including AP offices
- Contribute to Finance & Admin Manager for ICSAT & Risk register
- Contribute to Audit / spot check preparation
- Contribute to audit progress report
Team Collaboration
- Assist in humanitarian emergency disaster management
- Collaborate with other Finance Officer and Finance Coordinator and GS department for cash, bank payment, taxes and supplier invoices
Required Professional Experience
- Bachelor’s degree in financial management or accounting.
- Minimum 2 years of solid experience in financial management and monitoring systems and two years in a supervisory role.
- Excellent command of MS Office and advanced expertise in Excel.
- Strong understanding on accounting principles, financial systems, budget/c.ash-flow monitoring and internal accounting controls, financial systems, internal control, taxation, business process analysis and development.
- Prior experience using SunSystem, PMQA, PowerBI, PBAS, Sharepoint Horizon would be highly desirable.
- Fluency in Tetum and intermediate English
- Must be able to work with multiple deadlines and periodic surges.
- Ability to handle sensitive and confidential information with absolute discretion.
- Ability to operate and adapt to a cross-cultural environment.
- Clarity of understanding on development work especially Christian, child-focused, community based development perspectives
- Ability to coordinate and collaborate with various levels of business partners within and outside of the organization
- Ability to demonstrate personal leadership by serving as a positive role model that enhances the demonstration of WV core values.
Required Education, training, license, registration, and certification
- Bachelor's degree in accounting, Finance Management and/or relevant field with.
- A recognized professionals accounting or finance certification is desirable
Preferred Knowledge and Qualifications
- Good analytical skills and a demonstrated ability to take initiative and think creatively and innovatively.
- Ability to work multitask, independently and under pressure
