A. SUMMARY
TIMOR GAP, E.P. is the Timor-Leste’s National Oil Company which was established in 2011 under the Decree Law no. 31/2011. Its main objective is to act on behalf of the State, in conducting business within the petroleum and gas sector. Its activities vary from Onshore to Offshore and national to international.

B. VACANT POSITIONS
1. Procurement Officer – Two Positions ( Job Description)
Main Responsibilities: responsible for managing procurement activities in compliance with TIMOR GAP policies, procedures, and guidelines. Key responsibilities include analyzing procurement requirements, leading bid solicitation processes, evaluating bids and proposals, facilitating bidder communications, and working closely with the Legal Department to prepare contracts with appropriate terms and conditions. The Procurement Officer will also manage vendor pre-qualifications, maintain procurement records, and support expenditure reviews to improve procurement processes. The role requires close monitoring of SAP system entries (such as POs), vendor data collection, and contract management, along with ensuring compliance with Quality, Health, Safety and Environment (QHSE) standards.

Qualifications and Other Requirements: Candidates must hold a university degree (Bachelor or Master) in Supply Chain, Business Administration, Engineering, Economics, Finance Management, Logistics, or a related field. A minimum of five (5) years of relevant professional experience in procurement, contract administration, logistics, or similar areas is required. Strong knowledge of procurement and supply chain processes is essential, along with proficiency in Microsoft Office applications and SAP (especially MM module).

2. Procurement Assistant – One Position (Job Description
Main Responsibilities: Support the Procurement Manager in the daily operational functions of TIMOR GAP, E.P. and its projects. This includes providing full procurement support, assisting in supplier/vendor sourcing, and contributing to the development and implementation of effective procurement plans. The role involves maintaining accurate procurement records, preparing technical documentation, and supporting the setup and management of a contractor database. The Procurement Assistant will also ensure systematic storage of data, reports, and deliverables, and support communication and coordination within the department.

Qualifications and Other Requirements: Candidates must hold a bachelor’s degree in engineering, Economics, or Business Administration. A minimum of 2 years of experience in procurement or familiarity with Timor-Leste’s import-export processes and laws is highly desirable. Strong technical knowledge, self-motivation, and organizational skills are essential.

3. Exploration Manager – One Position (Job Description)
Main Responsibilities: will be responsible for assisting in the development and execution of exploration strategies to identify and evaluate potential reserves in the RARAHANA Block. The position involves managing onshore exploration projects from planning through to execution, supervising geological and geophysical activities, coordinating with multidisciplinary teams, and ensuring compliance with regulatory standards and safety protocols. The role also includes contributing to budgeting, scheduling, data interpretation, reporting, and continuous learning in geoscience operations.
Qualifications and Other Requirements: Candidates must hold a Master’s degree in Geophysics, Geology, or a related field, with a minimum of seven (7) years of experience in exploration management, especially in onshore projects. Proficiency in geoscience software such as Petrel, Kingdom, and Techlog is essential. The ideal candidate will demonstrate excellent teamwork, strong project management skills, high integrity, and the ability to work effectively in multicultural and multidisciplinary environments.

4. Legal Administrative Officer – One Position (Job Description)
Main Responsibilities: The Legal Admin Officer will be responsible for supporting the Corporate Legal Director and the Corporate Legal Unit (CLU) with a range of administrative and coordination tasks. This includes maintaining proper filing systems, assisting with document registration and renewals, managing schedules, arranging meetings and travel, and ensuring compliance with internal procedures and national legislation relevant to the oil and gas sector.

Qualifications and other Requirements: Applicants must hold a bachelor’s degree in administration or a related field, with at least two (2) years of accumulated experience working in government, state institutions, private sector, or international organizations. Candidates should demonstrate a high degree of computer literacy and be fluent in Portuguese, English, and Tetum (written and verbal). Strong interpersonal skills, a high level of confidentiality, and a commitment to teamwork and ethical behavior are essential.

5. Database Support GIP – One Position (Job Description)
Main Responsibilities: provide technical assistance, focusing on database management, IT troubleshooting, and user support. The role offers an excellent opportunity for fresh graduates to gain hands-on experience in IT and database systems. Responsibilities include maintaining database performance and security, assisting with IT hardware and software setups, documenting IT processes, and supporting IT projects and initiatives.

Qualifications and Other Requirements: Fresh graduates holding a bachelor’s degree in computer science, Information Technology, or a related field are encouraged to apply. Candidates must demonstrate a strong interest in IT and database support. Knowledge of SQL and database platforms (MySQL, Oracle, PostgreSQL, or SQL Server) is preferred.

6. Junior Geologist – One Position (Job Description)
Main Responsibilities: Will be responsible for supporting geological and geophysical exploration activities in the TIMOR GAP Pualaca Block. The position includes assisting in data collection, geological mapping, stratigraphic interpretation, well log analysis, and contributing to the assessment of hydrocarbon potential in the contract area. The role requires fieldwork, preparation of technical reports and presentations, and collaboration with multidisciplinary teams under the guidance of senior geologists and the Project Manager. The Junior Geologist will also support the maintenance of geological databases and ensure compliance with exploration objectives and QHSE standards.

Qualification and Other Requirement: Candidates must hold a Bachelor’s degree in Geology or a related field, with up to one (1) year of relevant experience in geological exploration and stratigraphy analysis, preferably in the oil and gas industry. Familiarity with geological software such as Petrel, Kingdom, Techlog, or GIS is desirable. Proficiency in Microsoft Office, good communication skills. The ideal candidate will be responsible, cooperative, detail-oriented, and capable of working in both office and field environments.

7. Junior Geophysics – One Position (Job Description)
Main Responsibilities: support the Exploration Team in acquiring, processing, analyzing, and interpreting geophysical data for the TIMOR GAP Pualaca Block, U.L. This position involves assisting in seismic interpretation, supporting pre- and post-drilling geophysics work, and contributing to the evaluation of hydrocarbon prospects. The role includes supporting QC of data acquisition and processing, conducting formation evaluations, seismic-to-well calibration, structural mapping, and working with various geophysical software and multidisciplinary teams to develop technical reports, models, and project updates. Frequent travel to field sites and adherence to health and safety protocols are required.

Qualification and Other Requirement: Candidates must hold a Bachelor’s degree in Geophysics, Geology, or Petroleum Geoscience, with a minimum of one (1) year of experience in geophysics or geological exploration, preferably in the oil and gas industry. Familiarity with non-seismic and seismic data, well logs, and interpretation software such as Kingdom, Petrel, IP, Techlog, and GIS is essential.

8. HSE Officer – One Position (Job Description)
Main Responsibilities: responsible for ensuring that all exploration activities in the TIMOR GAP Pualaca Block, U.L. are conducted in compliance with applicable health, safety, and environmental standards. This includes implementing the Health, Safety and Environmental Management System (HSEMS), conducting regular inspections and audits, preparing risk assessments, coordinating training sessions, and collaborating with internal teams and external agencies to promote a strong safety culture. The role involves both office and fieldwork, with regular travel to remote exploration sites and availability for emergency response situations.

Qualification and Other Requirement: Bachelor’s degree in Environmental Science, Occupational Health & Safety, Engineering, or a related field, with at least 3 years of relevant work experience, or a minimum of 5 years in a similar role or institution. The candidate must have a solid understanding of the oil and gas industry, Health, Safety and Environmental Management Systems (HSEMS), and applicable HSE laws and regulations. Strong skills in risk assessment, problem-solving, incident investigation, and reporting are essential. Proficiency in using MS Office and HSE-related tools is required.

9. Logistic & Driver Officer – One Position (Job Description)
Main Responsibilities: responsible for managing and coordinating the movement of equipment, materials, and personnel to and from site locations, ensuring timely delivery, compliance with safety regulations, and cost efficiency. Responsibilities include planning and tracking shipments, liaising with suppliers, customs, and transport companies, ensuring compliance with transport regulations, and coordinating logistics with the HSE and operations teams. The officer will also drive company vehicles, assist with loading/unloading, and ensure accurate record-keeping for deliveries, mileage, fuel consumption, and hours of service.

Qualification and Other Requirement: have a Bachelor’s degree in Logistics, Supply Chain Management, or a related field, with a minimum of 3-5 years of experience in logistics, ideally within the oil and gas sector. A valid driver’s license for light/heavy vehicles and at least 3 years of driving experience in challenging or remote locations is required. The candidate must be proficient in logistics software and MS Office, with strong organizational, problem-solving, and communication skills.

10. Finance & Accounting Officer – One Position (Job Description)
Main Responsibilities: assist in the preparation and forecasting of budgets, particularly for CAPEX and OPEX during the exploration phase, while managing and tracking company expenditures and cost recovery. The officer will be responsible for preparing financial statements in accordance with IFRS and GAAP, and supporting the auditing process, both internal and external. Maintaining fixed asset registers, depreciation schedules, monitoring accounts payable and receivable, and ensuring timely payments and collections are also key duties. Furthermore, the officer will reconcile bank statements and prepare cash flow reports.

Qualification and Other Requirement: Bachelor’s degree in Accounting, Finance, or a related field, with a minimum of 3–5 years of experience in finance and accounting, ideally within the oil and gas sector. The candidate should have in-depth knowledge of International Financial Reporting Standards (IFRS), PSC financial terms, and industry-specific cost classifications such as G&G, drilling, and administration. Familiarity with Enterprise Resource Planning (ERP) systems, such as SAP, Oracle, or QuickBooks, is required.

11. National GRSE Advisor – One Position (Job Description)
Main Responsibilities: responsible for providing strategic advice on government relations, regulatory affairs, stakeholder engagement, public and corporate communication, and corporate social responsibility (CSR). The advisor will represent TIMOR GAP in high-level discussions with government and partners, monitor regulatory and political developments, and ensure the alignment of internal policies with national and international standards. Additional duties include guiding the development of stakeholder communication strategies, managing the company’s annual report, supporting ASEAN Council on Petroleum (ASCOPE) participation, advising EITI compliance, and providing technical input related to onshore and offshore operations. The advisor will also support event planning, publication review, community liaison efforts, and contribute to the planning and execution of GRSE programs and budgets.

Qualifications and Other Requirements: Master’s degree in international business management, Communication, Public Relations, Petroleum Engineering, or a related field, with a minimum of seven years of experience in a senior management role. They should possess strong expertise across the oil and gas value chain, proven experience in working with government and stakeholders, excellent analytical, strategic thinking, and communication skills, as well as advanced proficiency in Microsoft Office and digital stakeholder platforms. Familiarity with ASEAN energy frameworks, Timor-Leste’s petroleum and investment laws, and EITI standards is essential. A proactive, professional, and detail-oriented approach with strong leadership and interpersonal capabilities is highly valued.

12. Senior Officer of Strategic Communication – One Position (Job Description)
Main Responsibilities: responsible for leading the planning and implementation of comprehensive communication strategies aligned with TIMOR GAP’s mission, objectives, and stakeholder engagement goals. This role entails overseeing the development of internal and external communication materials, managing the company’s social media presence, coordinating media relations, designing the Annual Report, and ensuring consistent brand messaging across all platforms. The officer supports the execution of events, manages public relations activities, advises on stakeholder communication and outreach programs, and ensures that all communications are compliant with ethical and legal standards.

Qualification and Other Requirement: bachelor’s degree—preferably a master’s degree—in media, communications, journalism, marketing, international development, or a related discipline, from a recognized university, supported by relevant certifications and a minimum of five (5) years of progressive experience in a similar role. Candidates should possess strong writing, editing, and content development skills for diverse platforms, familiarity with communication tools and social media management, and the ability to craft compelling messaging for complex topics. Proficiency in Adobe Photoshop, Microsoft Office applications.

13. Graphic and Social Media Designer – One Position (Job Description)
Main Responsibilities: responsible for creating high-quality visual content such as graphics, videos, and audio materials for corporate communications and public campaigns. The role includes managing social media platforms, ensuring content aligns with TIMOR GAP’s strategic goals, and maintaining brand consistency across all visual assets. Additionally, the designer will collaborate with internal teams on content development, track social media engagement, and contribute to reporting and analysis of content performance. The designer may also be tasked with supporting various cross-departmental projects and other duties as needed by management.

Qualification and Other Requirement: Bachelor’s or master’s degree in graphic design, Visual Arts, Marketing, or a related field, with at least five years of relevant experience. Proficiency in Adobe Creative Suite (Illustrator, Photoshop, InDesign, After Effects) and/or Canva is required, along with strong writing skills for creating engaging social media captions. The ideal candidate will also have experience in video editing and motion graphics..

14. Community Liaison Assistant – One Position (Based in Suai) (Job Description)
Main Responsibilities: The Community Liaison Assistant will assist the GRSE Department in implementing stakeholder and community engagement strategies by facilitating two-way communication between the company and local communities, supporting public consultations and awareness campaigns, collecting feedback, reporting social issues or risks, assisting with translation and dissemination of information materials, liaising with community leaders and local authorities, maintaining updated community profiles and socio-economic data, ensuring all engagement activities comply with QHSE and IMS standards, and providing administrative support related to community engagement programs

Qualification and Other Requirement: Bachelor’s degree in social sciences, Public Relations, Community Development, or a related field, with at least 2 years of experience in community liaison or engagement roles; strong interpersonal and communication skills are essential, proficiency in Microsoft Office, the ability to work under minimal supervision, and familiarity with the Covalima Municipality context will be considered an asset
