About HAMNASA

Hamutuk Nasaun Saudável (HAMNASA) is a national, non-government organization. HAMNASA's work focuses on health system strengthening, community mobilization particularly in the areas of reproductive, maternal, newborn and child health, nutrition, and gender-based violence (GBV). HAMNASA has a very close working relationship with the Ministry of Health (MoH), the National Institute of Public Health (INSP-TL) and other line ministries such as, Ministry of Social Solidarity and the Secretary of State for Equality.

The Assignment

HAMNASA is seeking a consultant to provide targeted ongoing MERL support to the PP program. The consultant will work closely with the HAMNASA PP team along with the Nabilan team at TAF. The overall objective of the consultancy is to review and revise the existing Theory of Change (ToC), develop a MERL framework and system, and design an impact evaluation for the PP program.

Duties and Responsibilities
  • Design and facilitate a 2-3-day workshop with HAMNASA and Nabilan to revise the PP ToC (August 2025)
  • Develop the PP Theory of Change conceptual map as well as accompanying narrative
  • Develop a comprehensive MERL Framework and accompanying MEL Plan
  • Participate in quarterly reflection meetings
  • Design an impact evaluation
  • Provide ongoing technical inputs and guidance to MERL staff
  • Lead an orientation session for MERL staff on KoboToolBox
  • Develop 1 learning brief

Skills and Experience
  • Experience in designing and implementing MERL systems for international donor funded projects
  • Experience with DFAT programs will be advantageous
  • Demonstrated experience with MERL related activities
  • Significant experience using KoboToolbox or similar mobile data collection systems
  • Proven track record in report writing and effective communications in English
  • Working knowledge of Tetun is highly preferred
  • Enthusiasm to work as part of a small inter-organizational team
  • Ability to work independently
