Job Description:
Promote community understanding of transformational development in World Vision’s work
- Facilitate understanding of Transformational Development with stakeholders in the community (Who We Are in the Critical Path), using local language that is appropriate for the context and the community
- Respond appropriately to inquiries and concerns about World Vision’s Transformational Development approach, showing respect for existing community concerns and perceptions
- Build trusting relationships with community stakeholders by treating all individuals with respect, patience, fairness and dignity, and by being inclusive and cult urally sensitive
- Participate appropriately in local events and activities to learn more about the community and avoid behavior that could harm World Vision’s identity and standing in the community
Principal Roles and Responsibilities
Risk Assessment and Analysis:
- Gather and study current vulnerability data, disaster reports, and hazard maps to spot likely threats and estimate their possible effects in two sub villages of Aldeia Suriubu, Suku Goulolo, Cailaco Post Admin and Aldeia Ilatlaun, Suku Ilatlaun, Post Admin of Bobonaro.
- Bring together early-warning bulletins, weather alerts, and sensor readings and Monitoring then define clear triggers that tell teams when to act ahead of time.
- Keep a living crisis calendar that marks seasonal peaks, community warnings, and expected damages, so everyone sees how risk unfolds through the year as well check with EWS for PwD in the affected community.
Framework Development and Implementation:
- Draft fit-for-purpose anticipatory-action plans that match the SOP we have and capacity of the organization, then secure management approval and budget refer to the plan we have before.
- Link each plan to fresh, reliable evidence, making sure triggers, options, and resources are listed in plain language with Umap and USHAHIDI.
- Project cycle reviews on the AA Trial, and monitoring tools, so forward-looking responses become routine rather than occasional.
- Tailor each framework to the hazards faced, linking it with ongoing systems to avoid duplication and confusion.
- Regular monitoring with information of forecast from DNMG and check with the situation in both aldeia of Suriubu and Ilatlaun
Coordination and Collaboration:
- Open regular forums with SDMC, youth, and G-SIG, sharing data, timelines, and planned actions in real time.
- Update existing progress and parallel initiatives, spotting synergies that strengthen both humanitarian response and long-term resilience.
- When gaps appear, offer logistical support, funding advice, so partners feel backed and empowered.
- Foster trust with timely communication, joint field visits, and honest feedback, turning formal networks into productive working relationships.
- Collaborate with youth to review the monitoring they conducted in both aldeias, together with the SDMC and community, PwD with a focus on identifying high risk that potential to be flooding.
Capacity Building and Training:
- Craft user-friendly manuals and quick-reference cards that explain the anticipatory framework in straightforward terms for different audiences.
- Run Refreshing Training for youth, tabletop exercises for SDMC level, and field drills that let teams practice early actions, test logistics, and learn roles before a real emergency hits.
- After each event, gather lessons, update training content, and circulate success stories, helping partners see quick wins.
- Provide on-call technical advice through phone-lines, online platforms, and field visits, so stakeholders never feel alone when implementing the new approach.
Strengthen outcome sustainability in the design and implementation of programmers
- Promote local ownership of development programming through encouraging local community stakeholders, including the most vulnerable, to lead participatory decision-making processes and programmer activities
- Encourage children, families and communities to believe in their ability to address challenges and make use of opportunities, drawing on their knowledge, skills and resources Model and help build strong and healthy relationships within families and communities, including different faith communities
- Where the context permits, work with faith leaders and other respected stakeholders to address harmful beliefs and social norms that cause vulnerability
- Strengthen the ability of individuals, households and communities to manage risks and develop resilience to shocks and stresses, addressing factors that cause vulnerability on a pathway out of poverty and risk.
- Build community capacity to hold public sector service providers accountable for the quality and quantity of services delivered using social accountability mechanisms.
- Equip community members and stakeholders to engage in collaborative dialogue with decision makers at the local and national level to press for wider systematic changes to policy and procedures.
- Identify and work with local partners to strengthen their capacity to continue to support CWB after World Vision’s programed closes.
Building Relationships
- Apply incarnational living, by living among the people in the community, in line with World Vision’s core values.
- Build close and constructive relationships and actively learn within partner communities in order to understand their realities and facilitate development processes effectively.
- Undertake social networks analysis in order to understand the functions various stakeholders fulfil, power dynamics, potential for partnership and capacity building needs.
Monitoring and Evaluation:
- Fulfil roles and responsibilities in the monitoring system per the approved WVTL Monitoring Guidelines
- Track and evaluate the effectiveness of community programs and initiatives.
- Assist the Monitoring and Evaluation (M&E) Team and Project Coordinator in data collection processes for project monitoring, evaluation and reports.
- Together with M&E Team utilize the monitoring system and tools of project implementation and to capture learning.
General Responsibilities
- Attend and participate in weekly chapel services and regular devotional meetings.
- Support in hosting the visits of sponsors, donors, and WV staff from other.

- Assist in humanitarian emergency disaster response
Required Professional Experience
- Experience in community development work related to Disaster Risk Reduction, community-based risk reduction program and climate change,
- Experience in using meteorological or hydrological forecast decision making,
- Designing or implementing systems that trigger early action based on thresholds,
- Ability to visualize data, hazards models or probability risk data that will be facilitated by team,
- Familiarity with preparedness plans and operational readiness
Required Education, training, license, registration, and certification
- Bachelor’s degree in social work or has experience in social work, community development, involving in youth groups or association.
Preferred Knowledge and Qualifications
- Proficiency in Microsoft Office Suite and community development tools.
- Understanding of community development principles and practices.
