Position: Monitoring & Evaluation (M&E) Officer

Contract Type: Local – Fixed Term

 

Key Responsibilities:

• Monitoring & Evaluation:
• Coordinate baseline, midline, and endline assessments, evaluations, and research initiatives for WVTL projects.
• Develop M&E plans, implement monitoring systems, and design tools for both WVTL and CITL.
• Support rollout of monitoring tools and maintain data collection, validation, and analysis processes.
• Provide training, coaching, and mentoring on M&E to staff, partners, and enumerators.

 

• Reporting & Data Management:
• Manage project databases and generate regular M&E reports.
• Maintain up-to-date records of project documents, data, and evidence.
• Update indicator tracking tables and monitor project progress.

 

• Quality Assurance & Learning:
• Ensure data quality through routine checks.
• Coordinate reflection, learning, and adaptation processes.
• Provide evidence-based analysis and recommendations for improvement.
• Other Duties:
• Participate in regular devotional meetings.
• Support visits from sponsors, donors, and WV staff.
• Adhere to WV safeguarding and accountability standards.
• Assist in humanitarian emergency response when needed.

Qualifications:

• Experience: Minimum 2 years in program/project implementation, M&E, or communications.
• Education: Degree in Development Studies, Communication, M&E, Project Management, or related fields.
• Skills & Knowledge:
• Competency in monitoring systems, data collection, and analysis.
• Familiarity with online monitoring tools and platforms.
• Strong communication, coordination, and analytical skills.
• Fluent in Tetum and working knowledge of English.
• Proficient in MS Word, Excel, Access; experience with data analysis software preferred
