1. The Role
CARE in Timor – Leste is currently seeking a Senior Partnership & Capacity Building Officer who is responsible for conducting Partner Capacity Assessment (PCA), designing, implementing, and overseeing capacity development initiatives to enhance the performance, sustainability, and impact of the local CSOs. This includes supporting developing training materials, delivering workshops, conducting organizational assessments, and coordinating technical support in areas such as governance, program quality, leadership, and system strengthening.
The main duties and responsibilities of this role are as follows.
- Build and maintain strong, collaborative partnerships with NGO partners to support effective program implementation, advocacy and policy engagement.
- Coordinate technical assistance and external support for partner organizations, including engaging consultants and in-house experts to support and facilitate workshop and training for NGOs on topics such as research, data analysis, infographic, policy brief writing, strategic communication and resource mobilization.
- Work collaborative with other team members to support NGO partners in strengthening internal system, policies and procedures.
- Collaborate with project team to regular monitor NGO partner performance against capacity development plans and project indicators.
- Support NGO partners to improve the quality of reporting, learning, and adaptive management by reviewing performance reports and providing ongoing coaching and mentoring.
- Work closely with the project team to ensure the integration of Gender Equality, Disability and Social Inclusion (GEDSI) principles through project implementation.
- Provide technical support to NGO partners to ensure project activities are implemented effectively, on time, and within approved budget.
- Organize quarterly peer-to-peer learning sessions for NGO partners on key topics, including Leadership, Human Resources, MEL, and Finance.
- Contribute to the development of annual work plan, as well as quarterly and annual reports.
- Coordinate with Gender and Program Quality unit (GPQU) team to conduct annual partner capacity assessments.
- Documented lessons learn and best practice from capacity strengthening initiatives.
- Support coordination of annual Steering Committee project meeting.

- Actively participate in working groups related to gender and MEL, and lead initiatives aligned with the GPQ unit’s priorities.
- Provide administrative and logistical support to the team as needed.

Experience & Qualification
- Bachelor’s degree in relevant areas in social studies, community development, organisational development or related field
- Minimum 5 years of experience in partnership management, organisational development, capacity strengthening, preferably NGOs/INGOs.
- Demonstrate experience conducting organisational development.
- Experience facilitation, training and coaching skills
- Excellent understanding of participatory methodologies and strong facilitation skills
- Preferred a prior experience in partnership and capacity building
- Strong understanding about gender equality, women’s empowerment and program quality approaches is highly desired
- Good communication skills in Tetum and English skills is an advantage.
Skills and Personal Attributes
- Demonstrated high level time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines
- Excellent computer skills, including Excel, Word and Outlook
- Ability to understand, comply and uphold all relevant CARE’s policies and standard procedures
- The candidate should be organized, effective, creative, a team player, and highly motivated
- Demonstrated ability to take direction and to work
