- The role
The Finance and Administration Officer for the Cash and Voucher Assistance Project will oversee financial management and administrative operations by supporting budgeting, expenditure control, reporting, payment processing, Cash Transfer Programming and maintaining audit-ready records while ensuring smooth field office operations and logistics and travel support for the project teams.
The Officer ensures compliance with DFAT and CARE policies by strengthening internal controls, supporting audits, promoting fraud prevention, and providing flexible support to the wider finance team and country office operations.

- Selection criteria
- Minimum bachelor’s degree in finance, Accounting, Business Administration, or related field
- 3 years or more of professional experience in the relevant area, including but not limited to financial accounting, monitoring and reporting, budget planning, processing of transactions, project administration support, and use of financial management systems
- Proven experience in cash and voucher programming
- Demonstrated analytical and organizational skills, ability to identify issues and formulate options/recommendations.
- Demonstrated strong problem solving, planning, analytical and influencing skills.
- Excellent written and verbal skills in Tetum and good English skills.
- Proficiency in accounting software
- Strong attention to detail and accuracy, ability to manage multiple tasks and deadlines
- Good communication and coordination and stakeholder skills
