- Provide assistance in responding to general HR-related queries and undertake follow-up actions to ensure the delivery of consistent and high-quality HR services to clients.
- Provide guidance and on-the-job training to staff, as required, to support their development and enhance knowledge of HR systems, policies, and procedures necessary for the performance of their duties.
- Liaise with relevant units within the Country Office, and with designated HR focal points in the Regional Office, Headquarters, and UNDP, on HR-related matters including payroll, contracts, and entitlements, to facilitate timely and accurate HR service delivery.
- Coordinate and support the end-to-end recruitment processes for the Country Office, in close collaboration with Hiring Managers and Country Office Management, ensuring compliance with WFP recruitment policies and procedures.
- Extract, consolidate, and compile HR data related to recruitment and selection, contractual modalities, entitlements, performance management, and learning and development, to support analysis, reporting, and decision-making.
- Provide administrative and operational support across a range of HR activities, as assigned by the functional supervisor or designated professional staff.
- Support and deliver onboarding processes for newly recruited staff, ensuring that all required procedures are completed and that conditions of service, HR policies, and administrative arrangements are clearly explained and understood.
- Maintain confidential personnel records, HR databases, and archives, ensuring that information is accurately recorded, regularly updated, and managed in compliance with WFP standards and data protection requirements.
- Draft and process HR documentation relevant to assigned areas of responsibility (e.g. employment contracts, contract amendments, transfer letters, learning and development documentation), ensuring accuracy, completeness, and adherence to established service standards and deadlines.
- Use corporate HR management systems, including Workday, to enter, update, and validate HR data, and to assist in monitoring key HR deadlines (e.g. contract expirations, performance management cycles, entitlements), ensuring data accuracy and compliance with timelines.
- Serve as the primary point of contact within the Country Office for HR management system-related queries and basic troubleshooting; provide guidance to staff on the use of relevant modules (including recruitment, onboarding, contract actions, time and attendance, and performance management), and coordinate with the Regional Office and Headquarters on system updates, issue resolution, and training initiatives.

STANDARD MINIMUM QUALIFICATIONS:
Education:
- Secondary education with specialized certification in HR or supplemented by training in personnel or general administration work. Bachelor’s degree in Human Resources, Business Administration, or closely related field is desirable.
Experience:
- Minimum of five (5) years of progressively responsible experience in human resources management or administrative support to human resources functions.
- Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook); prior experience in application of with SAP System, and/or HCM Workday is an asset.
- Strong attention to detail and ability to organize documentation systematically.
- Professional, client-oriented, tactful and committed to continuous learning.
- Experience working with international humanitarian organizations, NGOs, or government institutions in a multicultural setting is an advantage.
Knowledge and Skills
- Knowledge of specialized HR administrative work practices and methods, gained through relevant technical training and experience.
- Good communication skills and a good understanding of HR principles and their application to respond to and resolve a range of HR queries.•
- Ability to conduct basic analyses to generate periodic reports and make recommendations for further actions.
- Ability to build relationships with a variety of individuals across functions and outside WFP to effectively contribute to the functioning of the unit.
- Ability to work with minimum supervision and use initiative to perform administrative tasks within broad WFP guidelines and standards.
