  1. The role
The Monitoring Evaluation and Learning Officer are responsible for supporting and carrying out monitoring, evaluation, data collection, interviews, data entry, and reporting activities for the IPRFF project. The position will focus on the accurate, complete, and confidential collection and management of data related to beneficiaries, cash assistance, vouchers, and distribution of goods.

This position entails strong attention to detail and careful verification of data to support project implementation in accordance with CARE and donor procedures. The Monitoring Evaluation and Learning Officer will work closely with the project team, finance staff, community leaders, and beneficiaries to ensure that all data and documentation are ready for reporting, monitoring, and auditing purposes. The Monitoring Evaluation and Learning Officer are also responsible for leading and conducting monitoring, evaluation, data collection, interviews, data entry, and reporting activities for the program. The position requires a person who can work professionally, pay close attention to data quality, and support the implementation of project activities.
 
  1. Selection criteria
  • Bachelor’s degree completed in a relevant field.
  • Minimum of three years of experience in data collection using both paper-based and electronic formats (tablets).
  • Experience conducting interviews, facilitating group discussions, and community meetings.
  • Able to ride a motorcycle and possess a valid driver’s license.
  • Able to write and speak the local languages Naueti, Makasa’e, and Tetum; good English language skills are an advantage.
  • Must have strong numeracy skills and be proficient or experienced in using Microsoft Excel and/or Google Sheets.
  • Must have good time management skills, including the ability to plan and manage multiple work priorities to ensure tasks are completed on time.
  • Demonstrated problem-solving ability and strong communication skills.
