Nabilan – Ending Violence Against Women and Children

 

Since 1992, The Asia Foundation (TAF) has worked in Timor-Leste with government, civil society, and private sector partners to strengthen governance, expand economic opportunities—particularly for women—and promote peace and justice.

 

TAF implements the Nabilan: Ending Violence Against Women and Children (EVAWC) program in partnership with the Australian Department of Foreign Affairs and Trade (DFAT). Running from 2014 to 2030, the program aims to ensure that women and children in Timor-Leste can live free from violence and enjoy gender equality.

 

Under Nabilan’s Movement Building pillar, the Program Officer - Movement Building focuses on coordinating partners, supporting movement-building initiatives and grants, facilitating training and learning, and contributing to advocacy, monitoring, and program delivery in collaboration with the Pillar Lead and key stakeholders.

Key Responsibilities

  • Support implementation of the Movement Building pillar, including coordination of a feminist grants mechanism.
  • Work with partners and activists to strengthen collective action, advocacy, and movement coordination on VAWC and gender equality.
  • Support training, facilitation, and capacity strengthening on advocacy, “movement moments,” and gender equality.
  • Identify policy opportunities and support strategic collective action by networks and partners.
  • Contribute to MEL, reporting, planning, budgeting, and tracking implementation progress.
  • Support technical and organizational strengthening of partners and contribute to training and prevention initiatives.
  • Participate in sector forums and support representation of women’s rights actors in national and regional spaces.
  • Ensure compliance with TAF financial, administrative, and operational requirements.

 

Selection Criteria

  • Undergraduate degree in social sciences, gender studies, community development, public health, or related field.
  • At least 5 years’ experience in international development program design and/or implementation.
  • Experience working on EVAWC, gender equality, or women’s rights programming.
  • Experience coordinating with communities, partners, and multi-stakeholder networks.
  • Experience in facilitation and delivery of gender equality training.
  • Strong skills in coordination, planning, implementation, monitoring, and reporting.
  • Strong facilitation, communication, and relationship-building skills.
  • Fluency in Tetum and English (spoken and written).
  • Strong commitment to gender equality, inclusion, and feminist, rights-based approaches.
  • Experience working with marginalized groups, including people with disabilities.
  • Knowledge of donor compliance (DFAT experience an advantage).
