Head Global is recruiting for a Chief of Party position on behalf of Palladium. This position will be for the upcoming USAID Timor-Leste Nutritious Agriculture Market Systems Activity.

The purpose of future USAID/Timor-Leste agriculture programming will be to strengthen Timor-Leste’s market systems for nutritious agricultural products and the ability of enterprises and organizations to expand their businesses eventually operating independently of direct USAID or other development partner assistance. Building sustainable business-to-business relationships based on mutual benefit among finance providers, transporter-collectors, aggregators, input suppliers, farmer-producers, wholesalfe-retailers, value-added processors, waste recyclers, and community based entrepreneurs – collectively referred to as ‘value chain actors’ or VCAs – will be a primary goal. Success will be measured by the degree to which VCAs are able to directly participate in Timor-Leste’s nutritious agriculture value chains and expand their enterprises without market subsidies or direct assistance from donor-funded project staff.

Purpose of Position

The Chief of Party will report to Palladium’s Home Office Project Director. S/He will serve as the primary contact for USAID and will liaise directly with the donor representatives and other stakeholders.

Role and Responsibilities
  • Provide overall strategic vision and leadership to the project, including approach; monitoring, evaluation and learning; collaborate, learn and adapt
  • Manage staff
  • Maintain effective and open communication throughout the project with USAID, Project Director, project operations teams, and other relevant stakeholders
  • Achieve project goals and objectives in a timely and cost-effective manner
  • Represent the project at meetings and events with the Government of Timor-Leste, the business community, non-profits, and other stakeholders
  • Liaise with the Palladium DC office
  • Ensure technical and administrative excellence and compliance
Position Requirements
  • Prior experience in senior management of development programs of similar or greater scope and complexity
  • Prior experience in Southeast Asia region required and in Timor-Leste, or similar small economies, is highly preferred
  • Prior experience with several of the following areas of expertise: market systems development, capacity building, value chain development, agriculture (including horticulture and aquaculture), dietary diversity, and social and behavior change
  • Experience working for large donor organizations such as USAID preferred
  • Knowledge of USAID policies, procedures and reporting requirements preferred
  • Nationals of Timor-Leste are encouraged to apply
  • Demonstrated leadership, strategic thinking and planning, management, and presentation skills
  • Strong interpersonal and supervision skills managing teams
  • Written and oral proficiency in English required
