INTRODUCTION:

CARE’s long term program will focus on women and girls in rural disadvantage areas with four priority areas: SRM Health and Rights, Women’s Economic Empowerment, Women’s Voice and Education.

PURPOSE OF THE POSITION:
The Field Implementation Manager will assist the Program Manager in all aspects of the projects field implementation activities across 13 municipalities, in terms of designing strategic distribution system, roll out the implementation, ensure accessibility and benefit of magazines to target beneficiaries. This position will also play a key role to build relationship and engagement with government in particular MoEYS, relevant education partners / agency / sponsorship from the national, municipal and school level. In addition he/she has to ensure coordinating related aspect on human resource, financial, procurement and logistical support and ensure the implementation of project activities run effective, efficient and smoothly, based on the stablish annual work plan and timeframe. This position will be responsible for two (2) SPO from Eastern and Western region include project administration and logistics officer. He/she should have clear direction to guide the overall field implementation team achieving output result with a high quality standard. In addition, He/she will work closely with production, monitoring, evaluation and learning, communication, LSE and SG&AO and LLM senior management team, to help all staff develop ownership and responsibility for the project as a whole and create a team spirit among the project staff.
MAIN RESPONSIBILITIES:
Project Implementation:
- Manage and control detailed distribution plan for every edition of the Lafaek magazines in coordination with the two senior project officers and LLM team members;
- Ensure that distribution data are gathered, verified, and documented in an effective and timely manner;
- Lead the coordination of overall logistics movements with the relevant team to ensure the distribution of magazines goes as planned.
- Liaise with government in particular the MoEYS representatives, other stakeholders, CSO,s at the national, regional and municipality level;
- Ensure proper and accurate filing and storage of the distribution receipts, waybills, photos, and other relevant reports forms; and
- Provide regular updates to the Project Manager regarding the progress of the distribution process.
- Responsible for ensuring the distribution data that are collected is accurate, concise and systematic to be use for donor /sponsors / partners reporting purpose.
- Lead and coordinate for a donor/government, partners and sponsorship visits to schools and community.
- Supervise two senior project officers who will form the distribution teams at the municipal level;
- Coordination of staff meetings, including project and CITL level meetings (e.g. all staff meeting);
- Represent the LLM project at CITL and external meetings and platforms; and
- Responsible as well for the development of field implementation reports quarterly, six monthly and annual.
- Oversee and manage the work of the field implementation team, including leading effective team work and productive team dynamics and relationships and ensuring regular team meetings and communications to support staff;
- Ensure all staff have clear work plans and a strong understanding of their role and contribution to program goals and the deliverables they are accountable for and contributing to as per their objectives;
- Directly supervise field implementation team staff members including providing advice and guidance, managing performance, effective administration of leave, other approvals, and preparing annual planning and performance appraisals;
- Assist with the overall project HR management including review of contracts, training and participation in recruitment processes when appropriate
- Supervise and line manage staff including provide guidance and feedback to their work plans and managing their performance;
- Together with the management team, help all staff to develop ownership and responsibility for the program as a whole and create a positive and productive team spirit amongst the staff;
- Identify critical staff capacity needs and consult with project manager and HR team to meet these as appropriate
- Assist the Project Manager to developed the forecast activities based-budget control and reporting;
- Take the lead on developing costed work plans and activity-based budgets for field implementation; and
- Ensure timely acquittals of the project advances by the field implementation team
- Conduct regular field visits (visit at least 3 municipalities in a month) to monitor and spot check the distribution and to establish relationship with local partners (communities, local leaders, local NGOs, local government, etc.);
- Produce and submit a comprehensive field visit report including impact stories for each field visit;
- Ensure that findings from the field are properly documented, discussed, and followed-up; and
- Assist in the development and implementation of a monitoring plan for all project activities.
- Supervise administration & Logistics officers who provide overall admin & Logistics support to LLM project.
- To proactively manage the APPA process for all direct reports (annual appraisal, midyear review and regular 1:1 meetings) creating an environment where feedback is valued, acted upon and monitored, and where the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities;
- Engage in emergency preparedness, assist in any emergency response as required;
- Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives; and
- Demonstrate an ongoing commitment to gender equality, diversity and child protection.
- Minimum Master’s Degree in Education, and or equivalent undergraduate degree and/or Management, Social Science, Sales and Marketing or equivalent with at least five to ten years of working experience in the education sector preferably including the management of NGO programs
- Proven experience in Project Management (including staff management, project design and implementation, and monitoring and evaluation).
- Provide a recommendation on the technical implementation aspect of the project that would contribute to the project report writing and proposal development opportunity".
- Excellent communication skills in both in Tetum and English;
- Demonstrated honesty, maintaining confidentiality, reliable and trustworthy;
- Ability to be strategic, adapt, innovate, and advocate; Adapts programs / policies to deliver a portfolio of projects or services;
- Fully conversant in Microsoft Office with knowledge in Microsoft Word, Power Point and Excel
