INTRODUCTION:
CARE is an international development and humanitarian aid organization fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. CARE’s long term program will focus on women and girls in rural disadvantaged areas with four priority areas: SRM Health and Rights, Women’s Economic Empowerment, Women’s Voice and Education.
PURPOSE OF THE POSITION:
The Production and Publication Manager will assist the Program Manager in all aspects of the projects. In particular, the development and production of the magazines with high quality standards ensure its quality relevance that reflects the audience needs. This position will work closely with Lafaek social enterprise Manager to liaise with relevant sponsorship / partners / internal CITL Project that is willing to sponsor content in the magazines and relevant social platforms. He/she will play key role in the technical aspect associated with content development analysis, illustration and layout design to guide the technical artist team to produce and deliver the expected output accordingly. This position also will be required to provide specific support to the implementation of extension activities. Above all, he /she will be required to lead the internal and external advisory board members to review the overall magazines contents to ensure alignment with MoEYS National Curriculum and CITL long team program and relevant education thematic priorities areas. In addition He/she will support the Field Implementation to maintain project continuity when the Program Manager is absent. The Production and Publication Manager, together with LLM senior management team, will help all staff to develop ownership and responsibility for the project as a whole and create a team spirit among the project staff.
MAIN RESPONSIBILITIES:
Project Management:
- Supervise the development and execution of the annual magazine development and printing plan;
- Maintain regular communication, supervision and support with technical staff members. Which includes preparing weekly, monthly, quarterly and annual work plan, undertaking trimestral brainstorming sessions with an entire team, weekly catch up meetings to assess content development progress, identified challenges and finding alternative solutions to address the issue in a regular basis to ensure that the deadlines are being met.
- Provide regular updates to the Project Manager and other LLM senior team regarding the progress of production and publication activities;
- Ensure timely and open communication with the Project Manager in order to facilitate appropriate decision making in respect to production and publication activities.
- Prepare all required information and data related to production and publication as required by the project, donor and sponsors.
- Actively participate in the Lafaek Senior Management Team meeting.
- Make sure each production staff member has a detailed individual work plan on sponsorship that will sponsor contents in the magazine. These are include special edition content development such as billboards/panels; brochure; etc. (if more than 2/3 sponsorship in LLM project than, the DPM Publication will lead on some technically aspect, such: writer and outline the content / involve directly in Graphic design / illustration development
- Support the HR management for the department recruitment and training;
- Supervise and line manage staff ( Senior content developers and Senior illustrators and designer team) including developing their work plans and managing their performance;
- Together with the management team, help all staff to develop ownership and responsibility for the program as a whole and create a positive and productive team spirit amongst the staff;
- Identify critical staff capacity needs and consult with project manager and HR team to meet these as appropriate
Financial and Logistics Management:
- Responsible for controlling and execution of department activities based-budget with support from Project Manager.
- Prepare and plan the department activity based-budget and work out with the Project Manager and Project finance team to monitor the expenditure accordingly.
- Involved in capacity building development in budget management;
- Coordinated and developed project inter department quarterly Procurement Plans and submitted to Procurement Unit;
- Coordinate the movement of relevant department staff with the project and PSU logistics team.
- Support Project Manager on fostering relationships with technical team from the Ministry of Education, Youth and Sports and other Government and education development partners as appropriate.
- Along with LLM senior team to work closely with Gender and Program Quality Unit to ensure CARE’s partnership policy and tools are followed.
- Together with Marketing and Communications Manager Liaise with relevant partners/ organizations / internal CITL Project that sponsor articles in the Lafaek magazines and lafaek social platforms.
- Ensure advisory board meetings are scheduled and implemented as per project design.
- Organize the brainstorming session with sponsorship (directly or indirectly), ensure both production team and sponsorship agree with content form and link to sponsorship message requested.
- Ensure the sponsorship well understood about production content development cycle include key point in content development pillar to feed with quality aspect.
- Provide regular updates and have intensive communication between sponsorship and production team, in order to avoid technical misunderstandings.
- Present the result to respective sponsor for further review, feedback and final approval.
- Undertake sponsorship content pre and post-test to assess the audience comprehension level.
- Prepare a pre-test reporting and action needed to adjust the keys message and alignment with sponsorship priority.
Monitoring and Evaluation:
- Work together with DPM MEL, to explore, develop and integrate additional questions to the monitoring tools to collect findings that will be used to improve magazines content development quality and ensure the messages are relevance to needs of target audience. In addition, the position will also work closely with the MEL team to support pre- and post-test of the content to measure the perspective and understanding level of the audience.
- Ensure that lessons learned examples of best practice and evidence of impact are documented and appropriately stored and used for improved impact and project management. Other Responsibilities:
- Promote a safe and secure work environment; foster a culture of safety and security awareness and ensure a consistent application of, and compliance with, CITL safety and security policies and procedures;
- Actively participate in the LLM senior management meetings and all other meetings as necessary;
- Demonstrate understanding of gender equality and women’s empowerment and a commitment to CITL’s approach and values including ethnic diversity and cultural sensitivity; and
- Uphold and promote CITL commitment to Child Protection.
- Any other relevant task as assigned by the supervisor.
EXPERIENCE AND QUALIFICATIONS:
- Minimum relevant Bachelor degree in journalism, media production and communication, and/or minimum 5-6 years' relevant work experience in media production or equivalent, preferably with an International Non-Government Organisation (INGO);
- Specialised technical knowledge and expertise to independently format and prepare manuscripts for copy editors and designers, with the ability to evaluate and edit the content, structure, and format of a range of written material;
- Advanced skills in Adobe Creative Suite design software and in Microsoft Office suite, particularly in Design and Photoshop as well as proven experience in website design;
- Demonstrated high level organisational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;
- Demonstrated strong leadership, decision making, problem solving, planning, analytical and influencing skills;
- Demonstrated experience in effectively leading, people management and motivating a team;
- Representational skills including developing networks and relationships with key stakeholders;
- Proven understanding of working with an International Non-Government Organisation (INGO) and a willingness to learn about CARE, gender equality and women’s empowerment activities;
- Proven experience in Project Management (including staff management, project design and implementation, and monitoring and evaluation)
- Provide a recommendation on the technical implementation aspect of the project that would contribute to the project report writing and proposal development opportunity.
- Fully conversant in Microsoft Office with knowledge in Microsoft Word and Excel and excellent numeric skills;
- Strong written communication skills particularly in editing; and
