Terms of Reference for International Consultant to develop a Concept Note for Climate Change Adaptation focusing on Water Sector
Background
Timor-Leste is one of the youngest nations in the world. Rebuilding infrastructure has been a major focus since winning independence in 2002 after a 24-year struggle for independence. Timor-Leste’s economy has developed since independence, but the country remains one of the world’s least developed countries (LDC). Against this backdrop, Timor-Leste is recognized as being particularly vulnerable to the impacts of climate change, particularly with respect to three critical natural resources – water, soil and coastal areas. In response to this challenge, the Government of Timor-Leste is building its capacity to develop and implement large-scale climate investment projects that will enable the country to meet the most critical adaptation needs. The Green Climate Fund has been identified as a key source of funds to assist with this important transition.
The National Directorate for Climate Change (NDCC), under the General Directorate for Environment, and the Secretary of State for Environment under the Coordinating Minister for Economic Affairs is a Readiness Delivery Partner for Green Climate Fund Readiness projects. This consultancy is part of a larger project administered by the NDCC, which is being undertaken with funding from a GCF Readiness project. The project is being undertaken over a 24-month period from early 2020 to early 2022. The project builds off work conducted under a previous GCF Readiness proposal undertaken through the United Nations Development Programme.
To this end, the Government of Timor-Leste requires the services of an experienced international consultant to support the achievement of work outlined as part of a GCF Readiness Project, particularly to develop a concept note for the Climate Change Adaptation focusing on Water Sector. The international consultant will work closely with the Director of the NDCC, staff of the Directorate, and national consultant hired under the GCF Readiness Project.
Objective
The main objective of this agreement is for the international consultant to develop a concept note as mentioned above based on country’s adaptation priority. This concept note follows the GCF concept note format along with all supporting documents for submission to GCF Secretariat and to work in consultation with National Designated Authority (NDA) of Timor-Leste. The concept note should be prepared along the lines of the GCF concept note template on the adaptation priority detailing:
- project/program information
- project/program details including its scope
- financing/cost information (including budget estimates and in country contributions)
- brief rationale for GCF involvement and exit strategy
- risk analysis
- institutional arrangement
- status of project/program
- remarks (any other comments/information)
- location map of project/program
- financial model (including revenue sources and project financing)
- pre-feasibility study
- any other documents that may be required depending on the funding agency
The specific activities to be carried out by the consultant are for 32 days within the period of four months. A detailed work plan including relevant description, deliverables and budget is provided below.
The final set of deliverable (s) is as follows:
- Prepare the work plan and submit to NDCC
- Coordinate with local consultant and NDCC to draft the outline of the concept note
- Coordinate with local consultant and NDCC to conduct stakeholder consultation (one-on-one consultation) to gather information if needed
- Review relevant documents and reports to gather more information if needed
- Coordinate with local consultant and NDCC to draft concept not in template of GCF in acceptable quality and approved by NDCC and NDA
- Review and incorporate all the comments and suggestions from stakeholders, NDCC and NDA
- Finalizing the concept note and submit to NDCC
- Coordinate with local consultant, NDCC and NDA to prepare Minutes that document the agreement with the accredited entity (eg. UNEP, JICA etc)
- Coordinate with local consultant, NDCC and NDA to obtain letter of no-objection. Optional: letter of no-objection from the NDA of Timor-Leste
Qualification and Experiences
Interested candidates are requested to submit their documents including;
- Postgraduate degree or advanced degree (PhD or Master’s) in environmental science, climate finance, engineering, natural science, economics, agriculture, social science, natural science or related disciplines with
- At least 10 years’ experience or equivalent combination of education and experience
- Experience in climate change adaptation, environmental and public policy
- Experience in climate finance and developing financial models
- Experience in estimation of socio-economic impacts
- Written and spoken fluency in English is preferred
- Experience in project management and stakeholder consultations
- Experience with climate change related program/projects funded by multilateral donors,
- Prior experience with one of the UNFCCC and United Nations institutions or another international organization, would be a considerable asset;
- Previous experience in providing technical assistance to government institutions is an asset
- Written and spoken fluency in English is preferred
- All the outputs should be prepared and submitted in English language

Qualification and Experiences
- Minimum qualification of Bachelor Degree in environmental science, climate finance, engineering, natural science, economics, agriculture, social science, natural science or related disciplines.
- At least 3 years of professional experience in working with the government and development partners on the issue of climate change and environment, public finance, management or other related issues.
- Experience in project management and stakeholder consultations.
Preferred
- Knowledge of GCF processes and experience developing GCF Concept Notes and Funding Proposals essential
- Expertise in conducting economic, gender and environmental analyses in the context of project development highly desirable
- Competency in working in digital contexts essential
- Excellent report writing and analytic skills essential
- Good interpersonal and language skills (English and Tetum)
- Proven experience in drafting project proposal with consultancy experience
- Demonstrated experience conducting literature review
- Ability to work independently and under pressure with minimum supervision
- At least understand the operations of the Global Environmental Facility (GEF), Green Climate Fund and its Secretariat, including a demonstrated history of successfully preparing GCF readiness documents and assisting countries to develop readiness for GCF project work and understand of the UNFCCC negotiations, including knowledge of the process for preparing UNFCCC side events.
- Written and spoken fluency in English is preferred
