General information
a. Brief information on the project
The Ai ba Futuru-project between Timor-Leste, the European Union (EU) and Germany (represented by the Ministry for Economic Cooperation and Development, BMZ) was established to “contribute to a peaceful, inclusive and sustainable development in Timor-Leste through improved rural access, the creation of employment, economic and domestic revenue opportunities, and a durable reduction in food insecurity and malnutrition in rural areas”. Ai ba Futuru is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in co-operation with the Ministry for Agriculture and Fisheries of Timor-Leste (MAF). The consulting company GOPA implements parts of the project from a local office in Baucau.
Ai ba Futuru’s objective is for “marginalized groups [to] benefit from better employment in agroforestry systems in rural areas of Timor-Leste”. The four outputs of this component are:
production and productivity of agroforestry systems are increased capacities of participants along selected agroforestry value chains are strengthened market access for specific agroforestry value chains (agriculture, horticulture, wood production and processing) is improved the institutional and organisational framework for the promotion of agroforestry is improved
The project is being implemented in the four municipalities of Manatuto, Baucau, Viqueque and Lautem. To increase sustainable production in agroforestry systems, the project shall establish 6,000 hectares of new or improved area under agroforestry and to plant 3,000,000 seedlings by 2022. In the long-term, this also provides the opportunity to increase agroforestry value chains through the integration of high-value timber.
The objectives of the service specified below is to organize 8 trainings for Ai ba Futuru in the target region via video link using a mixed reality device and to provide the necessary technical equipment.
b. GIZ shall hire the contractor for the anticipated contract term, from 15.07.2021 to 31.06.2022.
c. The contractor shall provide the following services:
The contractor is responsible for the operational organization of 8 (eight) trainings in the rural areas of Timor-Leste including the provision of the necessary technical equipment to conduct it. The detailed training-design and requirements are as follows:
A professional trainer (to be hired by Ai ba Futuru and not part of this tender) is instructing the participants remotely using a web conferencing solution (Microsoft Teams). To allow for a practical, interactive and hands-on training the use of mixed reality glasses (e.g. Microsoft HoloLens 2 together with Dynamics 365 Remote Assist) allows the training participants (one at a time) to work in the field outside of the classroom (in some cases a temporary classroom) while under guidance from the trainer. A software (Dynamics 365 Remote Assist) allows the trainer to make annotations in real-time in the point-of-view camera feed of the person working with the trees, whilst audio-visual exchange is possible as well (an example of this scenario can be seen here: https://www.youtube.com/watch?v=V732PXZHLiU).
Meanwhile the other participants can follow the events in the field from the close-by classroom, seeing the point-of-view camera of the person in the field, hearing the audio, see the video-feed of the trainer and are also able to participate by asking questions or comment on the events. A professional translation (English – Tetun) is provided by the service provider preferably (not an evaluation criteria, a translator can be provided by Ai Ba Futuru). Content wise the trainings will focus on the management of agroforestry plots (Ai ba Futuru will be responsible for the contents of the training). Furthermore, the service contractor will be responsible for the provision of a recording of the training for later use, using the same hardware and setup.
1) Technical equipment to be used during the training
The service provider will be responsible for operational organization of the trainings using Microsoft Teams, Microsoft Dynamics 365 Remote Assist and Microsoft HoloLens 2. The service provider is responsible to get all necessary licenses and to provide one Microsoft HoloLens 2 during the trainings. The licenses must be valid throughout the contract period. One Laptop, one microphone, loudspeakers and a projector are necessary to connect the classroom with the field.
2) Organization of 8 trainings
The service provider will be responsible for organizing the framework conditions for eight (8) trainings in the target region of Ai ba Futuru (two trainings each in Baucau, Lautem, Manatuto and Viqueque). This includes the provision of the venue in close coordination with Ai ba Futuru, a coffee break and lunch. Furthermore, the provision of sufficient internet access to guarantee a stable and continuous connection via MS Teams between the place of training and the trainer located in a different country and also potentially a translator (to be organized by Ai ba Futuru). The service provider will be responsible to ensure that the people involved can handle the necessary technical equipment and that a test run of the setup in Dili has been carried out prior to the first training. Ai ba Futuru in consolidation with the service provider will schedule the date of the trainings. It is planned that 25 farmers or extension workers will join each full-day training.
3) Editing of one training video
The service provider will also provide an edited video of the trainings that focusses on the delivered contents of the training and can be used by the extension workers when reaching out to the farmers. Participants can use the video to review the contents and deepen their gained competencies of the training. The training video should not be longer than 20 minutes. This includes a basic animated intro into the video and if necessary, voice-overs in Tetun. To ensure the accuracy and relevancy of the content, the video editing is done with advice from the professional trainer.
A pre-test in Dili between the service provider and GIZ to coordinate technical and content issues shall be held until 30.07.2021.

University degree in IT or similar, 5 years’ experience in the IT sector

2. Appropriateness of proposed concept
- The proposed concept will be evaluated based on the following criteria:
- Conclusiveness of technical setup
- Concept for organization of framework conditions
- Quality and conclusiveness of video editing capabilities
- Work plan
4 Requirement and the Content of The Technical and Financial Proposal
- Proposal must be signed by an authorized representative of the bidding company or the bidder itself.
