The Program
The Australia Timor-Leste Partnership for Human Development (PHD) supports the Government of Timor-Leste’s Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to invest in improved wellbeing for Timor-Leste’s people. PHD aims to deliver lasting impact on the program goal: ‘people in Timor-Leste are healthier, better-educated and better able to contribute to Timor-Leste’s development’. Through PHD, Australia supports the Timor-Leste government to deliver higher quality and inclusive services in primary health, basic education and social protection.
Abt Associates Australia is the implementation partner for PHD, contracted since May 2016 until May 2026.
The Opportunity
The Senior Officer - Education Monitoring, Evaluation & Learning (MEL) is embedded as a key member of the Education team to support all MEL activities within the education program. The Senior Officer’s duties will be guided by the Education program MEL needs, reporting directly to the Sector Lead – Education with technical support from the PHD MEL team.
The Senior Officer will be expected to demonstrate leadership in qualitative and quantitative data collection and analysis that supports the program learning, adaptation and reporting to both Department of Foreign Affairs and Trade (DFAT) and Ministry of Education, Youth and Sports (MOEYS). The Senior Officer will also support the development and annual review of Education sector monitoring, evaluation, learning plan (MELP), as well support the design and implementation of all MELP activities and related annual workplan activities. . Additionally, the Senior Officer will support the development and capacity building of partners (government and grantees) MEL systems and human resources to ensure effectiveness and quality. Whilst reporting directly to the Sector Lead – Education, this role will be required to work collaboratively with PHDs MEL team to ensure whole of program MEL outcomes are achieved and harmonised.
About You
For this role, we are looking for someone with:
· Postgraduate qualification or a bachelor’s degree with a significant research component in a related area – eg: education, evaluation, data analysis etc.
· Experience in coordinating and supporting MEL processes with an international organisation, preferably in the education sector.
· Demonstrated experience using Excel and other software for quantitative and qualitative data analysis, including the ability to produce appropriate data visualisation (tables and graphs).
· Demonstrated training and facilitation skills applied with a flexible approach.
· Highly developed coordination skills, results focused and demonstrated ability to delivered high standard of quality outputs.
· Good communication skills and demonstrated strength in building strong and effective professional relationships with both internal and external team members, partners and stakeholders, including Program mentors.
