Opportunity
The Health System Sustainability activity in Timor-Leste is part of the global Local Health System Sustainability (LHSS) project, a global task order that works to strengthen health systems as a means to achieve universal health coverage and improve population health and well-being. Interventions focus on reducing financial barriers, holding health services accountable for meeting all clients’ needs and making sure that the care patients receive meets minimum standards. The Health System Sustainability activity in Timor-Leste supports the Government of Timor-Leste to effectively and sustainably govern, finance, and deliver quality and affordable essential health services while being responsive and accountable to users and an engaged civil society. The activity’s objectives are to strengthen health sector governance, enhance health sector workforce management, improve healthy behaviors, and improve health advocacy and civic engagement for health system strengthening.

Key Roles And Responsibilities
The Deputy Chief of Party will have the following duties and responsibilities:
- Provide managerial and technical support to the Chief of Party (COP), assisting in areas including work planning, performance management, and strategic communications;
- Fulfill responsibilities of COP in circumstances where COP is not available;
- In collaboration with the COP, lead a cohesive and productive team dynamic across the four objectives;
- Provide oversight for implementation of LHSS Timor-Leste interventions, with responsibility (in collaboration with the COP) for the development of high-quality and timely deliverables, management, compliance, and reporting according to USAID and Abt Associates requirements;
- Cultivate relationships with key activity stakeholders such as members of the MOH, Civil Service Commission, and Ministry of Social Solidarity and Inclusion.
- In collaboration with the COP, establish and monitor project budget and progress reporting processes, using adaptive management techniques as appropriate;
- Provide strategic oversight and leadership to subcontractors, Regional Advisors, and local partners throughout the initial engagement and implementation phases; and
- Work with counterparts in USAID, other development partners, the MOH, municipalities, public and private health providers, and other stakeholders to achieve a coordinated response and to strengthen the health system.
Preferred Skills/Knowledge
- Master’s degree or higher in public health, health systems, or a related field is required.
- Minimum 10 years’ prior experience implementing public health activities in the public and/or private sectors and with the Government of Timor-Leste is required. Experience implementing health system strengthening activities is desirable.
- Demonstrated experience implementing complex donor-funded development projects.
- Experience managing USAID-funded projects required.
- Demonstrated leadership skills and ability to work collaboratively and independently.
- Proficient English writing/speaking skills required.
- Fluency in Tetum required.
- Strong communications, interpersonal, and presentation skills required.
