CARE International in Timor-Leste overview
CARE is an international development organization fighting global poverty with a specific focus on working with women and girls to bring sustainable changes to their communities. CARE aims to tackle the underlying causes of poverty and social injustice and to bring lasting change to the lives of poor and vulnerable people.
CARE is a recognised global leader in women’s empowerment and gender equality and has developed core approaches, tools and processes to support this priority area. CARE believes that improved gender equality leads to improved wellbeing and social justice for women and girls and their families, including men and boys. In the health sector improved gender equality can enable families to have better access to information and services including the right to access effective family planning, reproductive and health services.
CARE International in Timor-Leste (CITL) has been working in Timor-Leste since 1994. Throughout this period CARE has supported emergency and development programming, partnering with governments following the restoration of independence in 2002. CARE has worked long term with a particular emphasis on education, food security and nutrition, and humanitarian programming, with more recently a stronger focus on maternal health, and gender equality programming. In 2015 CITL developed a Long Term Program with women and girls in disadvantaged rural areas as the impact group, and with priority areas in education, SRMH and rights, women’s voice, and women’s economic empowerment. As well as responding to the specifics of the Timor-Leste context, this LTP is strongly aligned with CARE International’s global program strategy.
HAFORSA 2
HAFORSA 2 is a three year agricultural based project (December 2020 to October 2023) based in Atsabe, Ermera, Timor-Leste. The Ministry of Foreign Affairs (MoFA) Japan, through CARE International in Japan funds the project. CARE International in Timor-Leste implements the project.
Project goal:
Livelihoods in Atsabe Sub-District of Ermera Municipality have improved.
End of project outcome 1:
Horticultural production in farmlands of the farmer groups is increased.
End of project outcome 2:
Women's members of FG's increase their influence on decision making in their FG's with increased numbers of women in leadership roles.
Expected outputs and deliverables:
Construction of 5 water supply and drip irrigation systems are completed in 5 aldeias and submit completion report: Focus on ensuring the quality of the facilities and participation of the communities. The facility should adopt a universal design that can be used by diverse people in the area, including people with disabilities (PWD).
Plan and design (including BOQ) for 7 aldeias for Year 2 of the project. In cooperation with the field staff, identify possible water sources and plan and design water supply and drip irrigation systems in 7 aldeias. The community leaders and some members of farmer groups decide the group farm locations for the drip irrigation systems and help to identify possible water source near the farms. Facilitate the water quantity test for the water sources.
Capacity building of field staff to deliver training on repair and maintenance of the water supply and drip irrigation systems to the Facility Management Committee (FMC) members: Help the field staff to develop capacity to deliver training to FMC members in 5 aldeias. FMC members will do regular maintenance and repair work by themselves. The field staff will help the FMC members to make rules and regulations as well as their maintenance plan at the end of the training in the communities. Help field staff members to make a training report in English or in Tetun.
Methodology:
Supervise construction work in the communities (2 days for preparation and 5 days for construction in each of 5 communities): Supervise FGs and community members to build water supply and drip irrigation systems in cooperation with the field staff members. In case the construction work is to be carried out in some communities at the same time, coach the staff members to supervise the construction work. Submit completion report at the end of the construction work.
Visit 7 targeted communities for Year 2 of the project, make plans and design water supply and irrigation systems (1 to 2 days per community): In cooperation with the field staff members, have meetings with community leaders and FG members and help them identify possible water sources. Assist water quantity testing. Make construction plans and design including BOQ.
Help the field staff to deliver training in the communities on repair and maintenance and write a report (2 days for staff training and 2 to 3 days for the training in the community): Help the field staff to make session plans and training materials. Help them to deliver training in one community at least.
CARE STAFF LIASON
The consultant will liaise directly with the Project Manager and/or Deputy Project Manager as the principal contact.
EXPERIENCE AND QUALIFICATIONS:
1. Education and experience
- Minimum relevant Bachelor degree in civil engineering and/or minimum 3-4 years' relevant work experience preferably in the humanitarian or development projects related to rural water supply, preferably with an International Non-Government Organization (INGO) or local organisation in Timor-Leste.
- Experience in design (BoQ), procurement and monitoring repairs of rural water supply systems in Timor-Leste, following government quality standards.
- Experience in leading training on repair and maintenance of water supply systems is an advantage.
- Experience in design and establishing drip irrigation systems is an advantage.
2. Skills and abilities
- Specialised technical knowledge and expertise in water supply design and construction
- Excellent understanding of participatory methodologies for community mobilization and strong community facilitation skills.
- Ability to promote collaboration with CITL staff, Government, Local authority, and other partners. Representational skills including developing networks and relationships with key stakeholders.
- Ability to write and present regular reports to management and partners as required.
- Ability to write a completion report after completing all construction work and training.
- Proven understanding of working with an International Non-Government Organisation (INGO) and a willingness to learn about CARE, gender equality and women’s empowerment activities.
- Fully conversant in Microsoft Office with knowledge in Microsoft Word and Excel and excellent numeric skills.
- Fluent oral and written Tetum with written and verbal skills in English and/or verbal skills in Kemak an advantage.
- Availability to stay in Atsabe Sub-District, supporting aldeia level activities required.
