INTRODUCTION:

CARE’s long term program will focus on women and girls in rural disadvantage areas with four priority areas: SRM Health and Rights, Women’s Economic Empowerment, Women’s Voice and Education.

PURPOSE OF THE POSITION:

Under the guidance of the Project Manager, the MEL DPM will supervise four MEL officers who will be based in the field to implement the MEL system in the field level. The MEL DPM is required to monitor and ensuring high quality and timely inputs and ensuring that project activities are implemented in a cost effective and timely manner.

The MEL DPM will be responsible for designing and implementing the MEL activities of the Project; monitor the project activities on a regular basis, developing and maintaining the MIS (Management of Information Systems) of the Project and will be responsible for the collection & analysis of different data in relation to the project activities.

This position is based in Dili, with frequent travel required to field.

MAIN RESPONSIBILITIES:

1. MEL Project Activities
  • Collaborate with the Lafaek Learning Media Project team and CARE’s Program Quality Unit to develop and maintain the MEL system. This includes development of project MEL database and tools based on the Project’s Logical Framework;
  • Assume the overall responsibility for the implementation of the project’s MEL plan in the field under the guidance and supervision of the Project Manager, and in coordination with Project Manager and Education Program Coordinator;
  • Ensure that the project gathers timely and accurate evidence-based information regarding project progress and that all information is properly reported and archived;
  • Ensure that the success stories are documented and reported and on a monthly basis;
  • Lead the data entry, data verification, and cross checking process;
  • Actively participate and contribute to MEL forums i.e; MEL working group, etc.
  • Conduct frequent visits to all LLM project schools and communities – meet with school administrators, teachers, students, parents, and other community members to verify and collect relevant information;
  • Provide support to project surveys, this includes baseline, midline and end line evaluation;
  • Liaise with the Ministry of Education, UNICEF and other relevant stakeholders to ensure access to EMIS (Education Management Information System) data and other relevant databases/ research results in country, in cooperation with the project team;
  • Ensure that the project MEL plan adheres to CARE’s impact and learning strategy
  • Ensure that the project has a functional accountability plan and a Feedback and Complaints mechanism in place, that all feedback and complaints received are systematically filed, adequate response where relevant is provided and any feedback and complaints are reviewed for the purpose of project and organizational learning.
  • Any other task assigned by the supervisor.
2. MEL Capacity Strengthening and Trainings:
  • Identify training needs, organize, and lead appropriate training sessions on the relevant MEL topics for the MEL team members, Field Officers, and partner organizations;
  • Supervise and build the capacity of the MEL officers by providing on-the-job support to ensure effective implementation of the MEL activities at the field level;
  • Conduct orientation for new staff on monitoring and evaluation concept and tools;
  • Conduct frequent visits to all LLM project schools and communities – meet with school administrators, teachers, students, parents, and other community members to verify and collect relevant information;
  • Provide support to field staff and to review adherence to monitoring procedures application;
  • Create training support materials as required, in English and/or Tetum languages; and
  • Organise and facilitate meetings, workshops and trainings as required, in English and/or Tetum languages.
3. MEL Reporting, Filing System and Tools:
  • Manage and update monthly the MEL database for monitoring qualitative and quantitative data collected at the field level;
  • Ensure that all key project documents are filed accurately; and
  • Contribute to the completion of donor reports, by ensuring accuracy of all project data.
4. Team Management:
  • Oversee and manage the work of the MEL team, including leading effective team work and productive team dynamics and relationships and ensuring regular team meetings and communications to support staff;
  • Ensure all staff have clear work plans and a strong understanding of their role and contribution to program goals and the deliverables they are accountable for and contributing to as per their objectives;
  • Directly supervise field implementation team staff members including providing advice and guidance, managing performance, effective administration of leave, budget and other approvals, and preparing annual planning and performance appraisals; and
  • Together with the Project Manager LLM and Program Coordinator - Education, identify critical staff needs in the team and coordinate with HR on recruitment and other HR processes.

OTHER RESPONSIBILITIES

  • To proactively manage the APPA process for all direct reports (annual appraisal, midyear review and regular 1:1 meetings) creating an environment where feedback is valued, acted upon and monitored, and where the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities;
  • Engage in emergency preparedness, assist in any emergency response as required;
  • Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives; and
  • Demonstrate an ongoing commitment to gender equality, diversity and child protection.

EXPERIENCE AND QUALIFICATIONS:
  • Minimum Bachelor degree in Education; Monitoring and Evaluation, and/or statistics, with a minimum 4 years’ relevant design and implementing of MEL experience and/or University Diploma with minimum 3 years’ relevant work experience, preferably with an International Non-Government Organisation (INGO);
  • Ability to support the MEL function with integrity and implement procedures and processes, with minimal supervision;
  • Demonstrated experience in the use of quantitative and qualitative methods including questionnaire design, survey techniques, and participatory approaches;
  • Proven strong report writing skills;
  • Ability to analyse and present monitoring findings and survey data clearly;
  • Demonstrated ability to transfer knowledge through informal and formal trainings of staff;
  • Proven strong participatory management and supervisory skills;
  • Proven knowledge of Data Management methods and applications;
  • Excellent oral and written communication skills in Tetum and minimum good English oral and written;
  • Demonstrated high level time management and organisational skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;
  • Demonstrated strong leadership, decision making, problem solving, planning and attention to detail;
  • Demonstrated honesty, reliability and trustworthiness;
  • Demonstrated ability to take direction and to work as part of a team;
  • A willingness to learn about CARE, gender equality and women’s empowerment activities;
  • Intermediate (very good) user in Microsoft Office with knowledge in Microsoft Word, Excel, MS Access, Statistical Programs (e.g. STATA, SAS, SPSS) and excellent numeric skills;
  • Knowledge in digital data collection, survey building, data management and analyses;
  • Knowledge of any GIS tools is an asset
