Management and Administration Adviser

The Governance for Development (GfD) Transition Program is seeking a Management and Administration Adviser to support AACTL to develop efficient and effective management and administration systems and processes, including planning, budgeting and financial management and to build capacity within the Authority to effectively use and maintain these systems and processes.

GfD Transition Program is an Australian Government program supported by Cardno Emerging Markets that assists GoTL to improve economic development and service delivery.

The Management and Administration Adviser will report to the President of the AACTL Board in relation to work planning and implementation.

This is a locally engaged staff position. Applicants should have bachelor degree in Finance, Business or Public Administration, or a related area. They should have at least three years demonstrated experience in a planning and budgeting role within a government entity, demonstrated experience in financial management, and an understanding of GoTL financial management systems, familiarity with appropriate software to support planning, budgeting, reporting and financial management, demonstrated experience in analysing or developing business processes, identifying issues and developing fit-for-purpose solutions, previous experience in capacity development and training, understanding of/experience with the Government’s planning and budgeting processes, including the concept of Program Based Budgeting. The successful candidate will have, well-developed interpersonal and teamwork skills, ability to work in a consultative and collaborative manner, ability to work independently to plan, establish priorities and deliver timely results, IT literacy, including the ability to use a range of software packages, and to rapidly learn to use new ones. They must be fluent in Tétun and have a good level of English language skills. Portuguese language skills would be an advantage.
