Rai Matak Grant & Organisational Development Manager
Location: Dili, Timor-Leste with frequent travel to municipalities
Contract Type: For duration of project to 3rd November 2024
Category: 1 – Salary and benefits available on request
Start Date: ASAP

The Rai Matak Program is an exciting new program implemented in partnership with Ho Musan Ida Foundation, xpand Foundation, Oxfam and local organizations. It builds on the success Foundation Ho Musan Ida and xpand Foundation have had in establishing the WithOneSeed Community Forestry Program which is the first Gold Standard verified carbon forestry program in Timor Leste.

The Rai Matak Grant and Organisational Development Manager is responsible for two key roles: a) supporting grant management, compliance and program management of the project inline with donor and organisational policies to ensure all project partners are supported in taking over all management activities and processes as the project progresses and; b) providing organisational development support to the new Timor-Leste Rai Matak Foundation and other Rai Matak Program partners. This is done with guidance from the Rai Matak Steering Committee.

Skills, Knowledge and Experience

Experience

  • Experience in grant management. EU grant management experience highly valued.
  • Proven track record in administration, finance and organisational systems development and reporting.
  • Proven track record in organisational development, capacity building and mentoring in contexts like Timor-Leste.
  • Demonstrated experience in motivating teams and stakeholders (internal and external) in the delivery of a program and or enterprise strategy.
  • Experience networking with and supporting civil society and working with government.
  • Influencing track record and ability to negotiate and agree policy positions amongst different stakeholders desirable.
  • Experience in establishing and implementing Monitoring, Evaluation and Learning Systems.
  • A university degree in Program Management, Administration, organisational development, international development, or equivalent and/or equivalent years of professional experience would be highly desirable.
  • Experience working in Timor-Leste desired.


Knowledge

  • Grant management, contracting, donor compliance requirements.
  • Knowledge of program planning including gender awareness and disability inclusion.
  • Demonstrable understanding of gender and diversity issues and proven commitment to and evidence of promoting gender and diversity equity.
  • A strong commitment to climate justice.
  • An understanding of international context and debates on climate change and carbon credits would be desirable.
  • Technical knowledge on forestry, carbon sequestration, climate change and or livelihoods would be an advantage.

Skills

  • Good coordination skills and ability to work across cross cultural teams on shared priorities.
  • Strong communication skills including facilitation.
  • High level computer skills especially MS suite and xero
  • High level written, reading and spoken English and good written, reading and spoken Tetum required or strong commitment to learn.
  • Be willing to travel to the field regularly
  • Being COVID-19 vaccinated or being willing to be vaccinated will be an advantage to enable intermunicipal travel.
