Position at KOICA Timor-Leste Office
The Korea International Cooperation Agency (KOICA) was founded on April 1, 1991, as a government agency to maximize the effectiveness of the Republic of Korea’s grant aid programs for developing countries by implementing various aid programs for poverty reduction and socio-economic development in partner countries. KOICA is also involved in capacity building to help developing countries improve the living conditions of their populations.
The KOICA office in Timor-Leste is inviting applications for the following positions:
1. Job Title: Program Manager
− Work Location: Dili, Timor-Leste
− Contract Duration: 8 months until 31st of March, 2022 with possible extension based on evaluation
− Expected Starting Date: 1st week of August 2021 (Tentative)
2. Recruitment Sector: Public health (1), Education (1), Agriculture (1)
3. Description of Task
The Program Manager will undertake the following tasks:
− Monitor the effectiveness KOICA project/programs in the related sector
− Collect and analyze data related to the programs
− Provide reports including minutes of meetings and provide feedback to KOICA office on project strategies, activities, and progress
− Coordinate with project stakeholders including other donors, government agencies, UN agencies, INGOs, and others as required;
− Coordinate with line ministries in planning, development, and implementation of all project activities;
− Work with experts, partners of programs to ensure that programs are well implemented and in-line with original plans;
− Manage processes of KOICA fellowship programs (Invitational training to Korea and scholarship program)
− Participate in meetings as assigned by KOICA office
− Other responsibilities as assigned by KOICA office
4. Qualification
− A Master’s degree in the related sector with minimum 3 years of working in project management in related fields.
* Related field: Agriculture, Rural Development, Education, Nutrition, Health
− High fluency in both English and Tetum language
− Excellent knowledge of computer usage and office software packages
− Experience in managing and coordination with government, development agencies, and/or UN agencies/INGO
5. Functional Competencies
− Excellent interpersonal, communication skills;
− Extensive information exchange contacts with national and international agencies
