Position Requirements:
The Dili, Timor-Leste-based Program Officer (PO) is responsible for implementing IRI’s in-country programs. The PO interacts with Washington, DC-based IRI staff, the Resident Program Director (RPD), U.S. and host country government officials, and program grantees.

- Undergraduate degree and 3-5 years of professional experience in democratic governance and politics or related field.
- Ability to effectively direct or participate in complex negotiations with bilateral and/or multilateral government agencies, other donors or relevant audiences.
- Excellent written and oral communication and presentation skills in Tetum and English, including sufficient experience with Microsoft Excel, Word and PowerPoint.
- Strong experience using social media, particularly Facebook and WhatsApp, to both increase program effectiveness and promote IRI programs within Timor-Leste, regionally and globally.
- Liaise with staff and partners to monitor and evaluate program effectiveness, identify and track outcomes, and produce written reports for donors and Washington, DC-based staff.
- Ability to work independently and as a member of a team to coordinate and lead the efforts of other professionals to effectively meet program needs.
- Experience identifying and analyzing complex problems and developing creative solutions.
- Effective project management skills. • Ability to travel to new and challenging environments.

Primary Functions & Responsibilities:
- Organize and convene program activities with detailed work plans to meet program objectives, including but not limited to meetings, workshops, public events and seminars.
- Closely monitor political and economic developments in Timor-Leste and proactively report on current events to the RPD.
- Maintain accurate records of program results as per relevant monitoring and evaluation guidance.
- Implement program monitoring and evaluation plans with direction from the RPD and the Washington, DC-based program team.
- Prepare written or oral translations when necessary. Oversee written or oral translations conducted by other IRI staff or contractors.
- Keep detailed records of IRI expenditures, based on IRI and funder regulations, and reconcile all program and travel expenses in a timely manner.
- Assist the RPD and Washington, DC-based program team in developing long-term plans for IRI programs.
- Manage IRI’s social media accounts to both increase program effectiveness and promote IRI programs within Timor-Leste, regionally and globally.
- Travel as required for implementation and monitoring of in-country programs.
