Position Description Secretary-General – CVTL

The Cruz Vermelha de Timor-Leste (CVTL) is looking for a strong Timorese citizen to fill the position of the Secretary-General in Timor-Leste.

1. Introduction
The Cruz Vermelha de Timor-Leste (CVTL) was established in 2000 to address the needs of vulnerable people and provide humanitarian services. It was formally recognized as an auxiliary organization to public authorities in humanitarian field by the Decree Law in 2005 and also as the 183rd Member National Society at the IFRC General Assembly in the same year. Since the formation, CVTL has been proactive in serving conflict and disaster affected populations and vulnerable communities as a key partner and as an implementing organization of the Government of Timor-Leste (GoTL) humanitarian and development sectors.

During its 21-year history, CVTL has been growing at a remarkably rapid speed, especially in its organizational development. Present in all districts of Timor-Leste, CVTL has been making a significant contribution to tackling the humanitarian and development issues in communities. 183 staff members and 4,663 volunteers in 13 Municipalities are the backbone of CVTL’s nationwide services. CVTL has prioritized four areas of focus: health promotion, disaster management and risk reduction, dissemination of humanitarian values, and National Society capacity enhancement. These focus areas are the foundation of their 2021-2024 Strategy and will contribute to the achievements of the UN Sustainable Development Goals (SDGs), Commitments of World Humanitarian Summit, and Sendai Framework for Disaster Risk Reduction (DRR) among many other global initiatives.

2. Duties and Responsibility

  • The Secretary-General is the senior staff member of CVTL and is responsible for the overall functioning and management of the national society. Specific responsibilities include:
  • Lead and manage the operations of the CVTL.
  • Representative of CVTL in relation to third parties and courts of law for all transactions of CVTL (unless otherwise specified by the National Governing Board).
  • Establishment of the CVTL structures in consultation with the National Governing Board.
  • Preparation of the CVTL’s strategies and policies.
  • Ensure funding sustainability and implementation of operational programs and develop diverse income sources.
  • Maintain the Management and support the protection of the CVTL’s assets.
  • Prepare timely financial and narrative reports to the National Governing Board, (President), partners, and donors.
  • Recruit and manage staff in accordance with CVTL rules and policies.
  • Promote staff annual appraisals according to the CVTL’s Code of Conduct.
  • Protect the image and promote CVTL’s achievements in Timor-Leste.
  • Implement and report the implementation progress of the National Assembly and the National Governing Board decision.
  • Oversee the organisation of National Assembly meetings.
  • Disseminate and promote respect to the Fundamental Principles of the Red Cross and Red Crescent Movement, International Humanitarian Law including the Geneva Conventions and its additional protocols.
  • Prevent misuse of the Emblem.
  • Carry out any other function assigned by the National Governing Board or the President.
3. Education
  • Relevant University Degree or Post-graduate degree (eg. Public Administration and/or International Relations).
4. Experience
  • Several years of high-level management experience
  • Substantial experience in one or more Non-Government Organizations
  • Experience in the Red Cross and Red Crescent Movement
5. Knowledge and Skills
  • Leadership and Management Skills
  • Capacity to quickly establish good working relationship with Government, CVTL, partners and donors, other NGOs, International Agencies, and civil society organizations
  • Communication skills at high level to represent CVTL publicly and to deal effectively with the Timor-Leste community
  • Knowledge of the Red Cross and Red Crescent Movement and the seven Fundamental Principles
  • Knowledge of CVTL objectives and activities
  • Commitment to the concept of volunteering
  • Ability to build team spirit, problem solving and mediations skills
  • The highest qualities of networking, tact and integrity
  • Financial management knowledge and skills
6. Language requirements
  • Fluent spoken and written Portuguese, English and Bahasa Indonesia.
