 INTRODUCTION:

CARE is an international development and humanitarian aid organization fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. We believe supporting women and girls is one of the most effective ways to create sustainable outcomes in poor communities.

CARE’s long term program will focus on women and girls in rural disadvantaged areas with four priority areas: SRM Health and Rights, Women’s Economic Empowerment, Women’s Voice and Education.

CITL started to implement the HAFORSA 2 Project from December 2020, funded by the Government of Japan. This three-year project aims to improve agricultural productivity by establishing agricultural water supply facilities and having a sustainable capacity within target communities to maintain the facilities. This project has a strong focus on gender equality, contributing to bringing about equitable workload and decision-making power between female and male farmers. This project targets 12 aldeias in 4 sucos of Atsabe.

PURPOSE OF THE POSITION:

The Senior Technical Officer (STOH) is responsible for supporting the DPMH with the overall planning, implementation, and management in construction of the HAFORSA 2 project. STOH will have the primary responsibility on designing (including Bill of Quantities), construction and maintenance for agricultural water supply facilities in the target municipality of Ermera as well as providing the overall agricultural civil engineering expertise for the project. STOH will be also responsible on community development by strengthening the capacity of farmers groups and committees so that they can manage and maintain water supply facilities and increase agricultural productivity. The position provides proper instructions and guidance to the Project Officer and the Field Officer in the area of agricultural water supply related activities. She/he will also play an important role in continuing to foster the relationship with various stakeholders in the target areas. The STOH is responsible for overseeing all field level reporting and finance, and supporting the DPMH in preparation of project level planning and reporting.

MAIN RESPONSIBILITIES:


1. Technical Inputs
  • Develop the detailed designs (including BOQ) of the DRIP IRRIGATION facilities and the work plan of the construction and maintenance of those facilities by farmer groups.
  • Proceed to the procurement process for construction materials timely and properly.
  • Provide specific guidance on construction to farmer groups and community members and ensure the construction process is on track.
  • Lead on the development and adaptation of training curriculums for the maintenance of agricultural water supply facilities.
  • Provide training in maintenance of agricultural water supply facilities.
  • Facilitate the development of rules & regulations of Facility Management Committees (FMCs) in cooperation with DPMH, other project staff and GPQ team.
  • Work together with DPMH to take a lead in organizing and facilitating community participatory workshops for the site-selection of agricultural water supply facilities and Aldeia Resilient Action Plan (ARAP) workshops.
  • Work together with DPMH and other project staff to facilitate monthly FMC meetings.
  • Support DPMH on drafting progress reports on agricultural water supply related activities.
2. Project Management
  • Responsible for planning, implementing and reporting on the activities of the HAFORSA 2 project at field level.
  • Ensue timely and open communication with Project Manager and DPMH in order to facilitate appropriate decision making, planning and reporting at project level.
3. Human Resources, Financial and Logistics Management
  • In cooperation with DPMH, supervise the Project Officer and the Field Officer based in Ermera including developing work plans.
  • In cooperation with DPMH, help all staff to develop ownership and responsibility for the project as a whole and create a team spirit amongst the project staff.
  • In cooperation with DPMH, support the Project Manager to plan project expenditures, procure necessary resources and monitor against the budget and guidelines of CITL and the donor.
4. Monitoring, Evaluation and Learning (MEL)
  • Monitor quality and progress on the construction and training in line with the project MEL plan, reporting and tools in close collaboration with the Program Quality unit.
  • Regular monitoring of field and group activities and project outputs and outcomes and support to evaluations and other studies.
5. Liaison and Representation
  • Liaise with relevant stakeholders to update/share the project progress
  • Represent CITL in all forum as required
OTHER RESPONSIBILITIES:
  • Manage project advances, expenditure and financial acquittal with support from the DPM.
  • Promote a safe and secure work environment; foster a culture of safety and security awareness and ensure compliance with the safety and security policies, procedures.
  • Demonstrate understanding of gender equality and women’s empowerment and a commitment to CITL’s approach and values including ethnic diversity and cultural sensitivity.
  • Uphold and promote CITL commitment to Child Protection and Prevention of Sexual Exploitation and Abuse.
EXPERIENCE AND QUALIFICATIONS:

Education and experience
  • Minimum relevant Bachelor degree in CIVIL ENGINEERING plus minimum 4-5 years’ relevant work experience preferably in the humanitarian or development projects for agriculture, agricultural water supply or rural water supply. Civil engineering background or work experience especially in the field of DRIP IRRIGATION or AGRICULTURAL WATER SUPPLY is an asset. Preferably with an International Non-Government Organisation (INGO).
  • Experience in project planning, and monitoring of work plans, managing budget and expenses, and leading training in rural communities.
Skills and abilities
  • Specialise technical knowledge and expertise in civil engineering or agriculture engineering preferably in drip irrigation and agricultural water supply.
  • Demonstrated strong leadership, decision making, problem solving, planning, analytical and influencing skills.
  • Ability to promote collaboration with CITL staff, Government, Local authority, and other partners.
  • Ability to write and present regular reports to management and partners as required.
  • Representational skills including developing networks and relationships with key stakeholders.
  • Proven understanding of working with an International Non-Government Organisation (INGO) and a willingness to learn about CARE, gender equality and women’s empowerment activities.
  • Fully conversant in Microsoft Office with knowledge in Microsoft Word and Excel and excellent numeric skills.
  • Fluent oral and written Tetum and very good written and verbal skills in English, local languages such as Mambae and Kemak is an asset.
  • Availability to live and stay in Atsabe, Ermera Municipality and travel to rural communities.
