To support of its current growth, Plan International Timor-Leste is seeking for a creative and ambitious YEE Project Officer (2). Dimensions of the Role
The project officer will need to work closely with YEE Program Manager, Program Coordinator and Young women and men, VSLA groups and Youth organization in Aileu. The position requires close working relationships with YEE staff, community development facilitators and partners based in Aileu and Ainaro, as well as in Dili.

Accountabilities

  • Share knowledge and skills and facilitate the learning process of the participants ( young women and men) particularly focus to young women.
  • Asssit Project Manager and Project Cordinator in developing the training plan and design approriate training modules and materials and provide assistance , guidlines and directs and controls the learning process
  • Oversee the saving and loans groups and provide properly coaching and mentoring to these groups in implementing their business activities
  • Organize trainings and facilitate follow-up support for young people / youth groups based on the capacity building plans for the all young people/ youth groups.
  • Implementing training sessions particularly Horticulture , Gender, saving scale and bookkeping training
  • Creating a situation or prompting a reaction from participants to explore a sensitive issues or to ensure that they understand a particular learning point
  • Improve the training skills with positive attitude and sense of humor and put participants at ease.
  • Conduct field visits to monitor program implementation and ensure quality of program delivery.
  • Prepare a list of training needs, objective and subjects to be addressed througth training activities and a validate these with training organizer, selected partner organization and propective participants.
  • Develop weekly and monthly report and contributed developed monthly and quarterly report
  • Identified priorities among the training needs, revise the training objective and subjects as needed and develop an overall participant profile and training programme.
  • Assist Project Manager and Program Coordinator review similar training or capacity building events which have been done in the past and list strong points as well as possible contraints and challenges.
  • Ensure ongoing coaching and mentoring of project staff in order to ensure that they are able to perform and achieve the desired results.
  • Assist link the VSLA groups access market and support the CBO’s manage the Youth cooperative
  • Support youth led CBO’s in develop Youth marketing
  • Represent Plan in national level discussions on YEE issues and assist in mobilization and organization and capacity development
  • Represent Plan in civil society networks and forums where appropriate
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge

Essential

  • Project Officer should have a self confidence, enthushiasme, knowledge and ability to deliver training in creative and interesting ways motivate and inspire participants to learn.
  • Have ability to communicate effectelly, listening skills, limited speaking but clear and with simple language and easy understand by participants
  • Facilitation and training skills
  • Knowledge of the condition and needs of the priority target groups
  • Proven experience in participatory training methods
  • coressponding labour and human rigths abuses
  • Excellent communication and facilitation skills
  • Good analytical and planning and organization skills
  • Ability to to work in a team

Desirable

  • At least tertiary education preferably in the field of education, psychology, social sciences, and/or community development
  • Professional courses on: youth empowerment; conflict resolution; vocational training
  • Experience in participatory and a community development approaches
  • At least 3 years’ experience in work with youth/community development programs and teams
  • Experience working with local organizations and leading development of their capacity
  • Experience in participatory and a community development approaches
  • Understanding of Timor-Leste’s current development issues, trends, challenges and opportunities and implications to community development in Timor-Leste
  • Experience in working with child-focused development organization would be an advantage

Physical Environment

  • Position is based at the Aileu District 100 % and Ainaro 100% with some travel within Timor-Leste.
  • Some out of hours’ work required from time to time e.g. this position may demand work during the nights, weekends and holidays to cope up with work slippages or to meet deadlines.
  • May involve exposure to varied weather conditions, contagious and communicable diseases and to dusty, rugged and mountainous terrain, inaccessible roads and flood prone areas during field work.
  • Able to ride motorcycle; current driving licenses will be required for this position.
  • This position is required to oblige the Plan International Code of Conduct and other work standards, in particular in regards of child protection and commitment to gender equality.
