Employment status:    Full-time, Initial two-year employment agreement, with option to extend upon mutual agreement.

 

ORGANISATIONAL CONTEXT 

ChildFund Timor-Leste is the representative office of ChildFund Australia – an independent international development organisation that works to reduce poverty for children in developing communities.

ChildFund began work in Timor-Leste in 1990, originally under the management of ChildFund International. Since October 2017 it has operated as an office of ChildFund Australia, and continues to work in partnership with children, their communities and local institutions to create lasting change, respond to humanitarian emergencies and promote children’s rights.

With a focus on maternal and child health, early childhood development, school readiness, youth empowerment and protection, and child rights, ChildFund Timor-Leste aims to demonstrate effectiveness and accountability in its program activities and add value to the efforts of its partners through quality programs that are respectful, responsive, and relevant in helping children in poverty, their families, and communities. PURPOSE OF THE POSITION

This position will be mainly responsible for the successful implementation and monitoring of the community ECD/APS centers activities working under the supervision of the Education Officer and Senior Education Project Manager. You will provide on-going support supervision to the ECD Facilitators and ensure timely collection data on children’s participation and learning. You will support relevant partners/or work closely in the delivery of community education sessions. You will confirm to ChildFund’s project requirements and standard of community alternative preschool programming and donor compliance. This project will be implemented in Liquica municipality.

 

KEY DUTIES

  • Responsible for the implementation, supervision and monitoring of the Early Childhood Education Project in Liquica Municipality.
  • Work or liaise with relevant ministries (MoE and MoH) at both District and sub-district education and health officials to train and deliver of education sessions for ECD Facilitators, Parents and Caregivers.
  • Support in mobilization and identification of community members, Alternative Preschool (APS) Facilitators, and support in setting up School Management Committee (SMC) to participate in the project.
  • Assist in organizing trainings and activities for identified APS facilitators, SMCs including parents.
  • Responsible for the successful implementation of school gardening, school feeding, Village Saving and Loans activities or other initiatives liaising with DRR and Nutrition project teams.
  • Prepare activity reports and monitoring formats and submit to the Senior Education Project Manager.
  • Participate in the preparation of annual, quarterly, monthly project work plans and reports.
  • Assist in survey tasks (baseline and end line survey) and research studies to monitor and evaluate of the project.
  • Participate in weekly and monthly coordination meetings at district and sub-district level.
  • Perform any other duties as assigned by the Education Officer and Senior Education Project Manager.

 

QUALIFICATIONS & EXPERIENCE

  • At least 2 years’ progressive experience in the implementation of Education projects, community mobilization/outreach experience is required.
  • University degree (equivalent) in education studies or related field from a recognized institution is preferred.
  • Fluency in Tetum is required and fluency Tokodede is an added advantage.  Ability to read and write in English is an added advantage.  
  • Ability and willingness to work in the community and motivate ECD facilitators is required.
  • Experience in implementing community level nutrition and health work and community economic activities/livelihood.
  • Previous work with preschool system as playgroup facilitator will be an advantage.
