1.   Background

About CITL

CARE is an international organization working to end poverty and social injustice and bring about lasting, sustainable change in communities. CARE works in over 80 countries around the world to help overcome poverty by supporting development projects and providing emergency relief. A non-religious and non-political organization, we know that achieving gender equality, increasing inclusive governance and strengthening community resilience are critical in achieving sustainable outcomes.

In Timor-Leste, CARE’s goal is to improve the wellbeing and voice of women and girls in rural disadvantaged areas, as we know they are the most disadvantaged members of society. We do this through our thematic priority areas of sexual reproductive and maternal health and rights, education, women’s economic empowerment and women’s voice. CARE uses a number of approaches including the Gender Equality Framework, engaging men and boys, working in partnership, robust monitoring, evaluation learning and impact and a commitment to accountability and inclusion.

CARE also partnered with the government of Timor-Leste to enhance and strengthen the capacity of the local leaders in targeted areas in response to the climate change and natural disaster such as flash flooding and COVID-19 pandemic.

 

About AHP Flood Response Project

Heavy rains from 29 March to 4 April 2021 resulted in flash floods affecting 33,835 households in all 13 municipalities, of which 1,743 people remain displaced including Dili Municipality. This project aims to assist the most vulnerable flood affected people in access to WASH, Shelter, food and non-food items and as well as sharing COVID-19 prevention and vaccine rollout messaging through, social media, print IEC materials and direct engagement to enhance awareness of COVID-19 vaccination, prevent transmission and combat misinformation. The AHP consortium will provide technical and logistic support to the Secretariat of Civil Protection in their coordination and delivery of response assistance to recovered vulnerable households such as training to the communities, operations.

AHP Flood Response Project Funded by Australian Aid and implemented by AHP Consortium in Timor-Leste such as CARE International in Timor-Leste, Caritas Australia, Plan International, Oxfam and World Vision. CARE International in Timor-Leste operational area is in Dili focusing 10 Aldeia in Suco Manleuana  Admin Post Dom Aleixo where 1037 households were affected by the flood in April 2021.

 

The partnership will cover for a period of eight months starting from September 2021 up to April 2022. The project outcome related to this partnership is: 

Communities within target municipalities have increased knowledge and use of good practices (washing hands with soap and water, social distancing, vaccination, etc) to prevent transmission of COVID-19 and increase vaccine uptake. Under this outcome, the partner is expected to conduct activities related to:

  1. Conduct 2 days sessions on health, hygiene or risk communication activities on COVID-19 prevention and vaccine including future Disaster Risk Reduction, Involving a 2-way dialogue in the community, that allows questions and discussion in 10 aldeia of Suco Manleuana
  2. Conduct 3 days/times community dialogues to assess the community behavior changes in 10 aldeia of Suco Manleuana.

 

2.       Purpose/Objective/Key Responsibilities

The purpose of this partnership is to get the implementing partner to support CARE International in Timor Leste:

a. Conducting two days sessions on health, hygiene or risk communication activities on COVID-19 prevention and vaccine including future Disaster Risk Reduction (DRR), Involving a 2-way dialogue in the community, that allows questions and discussion;

b. Conducting three days/times community dialogues to assess the community behaviour

c. Keeping record of monitoring and evaluation information on project implementation progress.

3.    Expected Results or Outputs

The implementing partner is expected to achieve the following output by the end of the project implementation period:

  1. Guidelines for health, hygiene and risk communication, Disaster Risk Reduction and community dialogue on behavior change developed and approved by CARE International in Timor-Leste;
  2. 400 community members from 10 aldeia in suco Manleuana directly reached with health, hygiene or risk communication activities on COVID-19 prevention through involving two way dialogue;
  3. 10 community dialogues on behavior changes related to DRR and COVID-19 prevention measures (including Vaccination rollout messages) conducted in 10 aldeia in Suco Manaleuana, Admin Post Dom Aleixo, Dili Municipality reaching 400 community members;
  4. Minutes from the 10 community dialogues are recorded and submitted after five days from the day of the dialogues;
  5. Beneficiaries data base created and regularly updated;
  6. Comprehensive  monthly progress report and plan including beneficiaries database submitted;
  7. At least four-success stories collected and submitted on a quarterly basis.

 

4.      Management and Reporting Arrangements

The implementing partner is required to:

  • Provide weekly updates on every Friday working days;
  • Attend monthly coordination meeting organize by CITL – Flood Response Project;
  • Submit monthly project implementation progress report, every first week of the following month and final narrative report at the end of the project in English.
  • Submit financial update on quarterly bases and final financial report at the end of the project;
  • Submit four success story on quarterly bases;

6.   Requirement

The Local Partner organization will require the following skills, qualifications and competencies:

  • Strong demonstrated experiences on gender and accountability mechanism (Transparency, Participation and feedback) in relation to behaviors changes communication;
  • At least 2-3 years experiences on Disaster Risk Reduction (DRR) related activities implementation;
  • At least 2-3 years conducting community dialogue on behavior change adapted Timor-Leste context.
  • Experiencing in developing training guidelines in line with the expected deliverables in section 3;
  • At least 2-3 years’ experience in data management and provide example of previous narrative report;
  • Proven experiences on writing case study and success story;
  • Experiencing and actively participated in National and Municipality Community Based Disaster Risk Management (CBDRM) and Early Warning System  (EWS) working group and other related cluster meeting;
  • The manager or the project implementation focal point  should fluency in spoken and written  English and Tetum or Indonesia 

 

7.       How to apply

The implementing Partner will be expected to sign and adhere to CARE’s Code of Conduct and Child Protection policy.
