The Program

The Australia Timor-Leste Partnership for Human Development (PHD) supports the Government of Timor-Leste’s Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to invest in improved wellbeing for Timor-Leste’s people. PHD aims to deliver lasting impact on the program goal: ‘people in Timor-Leste are healthier, better-educated and better able to contribute to Timor-Leste’s development’. Through PHD, Australia supports the Timor-Leste government to deliver higher quality and inclusive services in primary health, basic education and social protection.

Abt Associates Australia is the implementation partner for PHD, contracted since May 2016, that will continue to May 2026.

 

The Opportunity

PHD’s Guiding Strategy highlights the importance of working to strengthen government systems to deliver essential services, and the gradual transition of services currently delivered by non-government partners to relevant line ministries. PHD has been transitioning services and programs in the health and education sectors for a few years, however with COVID-19 and changes in ministry leadership, it has been difficult to gain traction.  PHD recognises the need for a systematic approach to institutionalising both new DFAT funded activities and transitioning programs into government systems.   

To support this, we are seeking a short-term Specialist – Program Institutionalisation. The Specialist will provide guidance to PHD to ensure that new programs and activities are designed to be sustainably institutionalised within government systems from the beginning and that existing programs and/or service are successfully transitioned to full government management.  

 

About You

We are seeking an individual who will bring:

  • Substantial experience managing and advising program teams to manage the institutionalisation, scaling up and transition of donor funded programs into government systems.
  • Understanding of developing country governance administration structures.
  • Demonstrated experience in developing guidance notes, approaches and tools for utilisation by program teams in challenging contexts.
  • Demonstrated experience in online facilitation of training and workshops to diverse stakeholders.
