INTRODUCTION:
CARE is an international development and humanitarian aid organization fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. As a non-religious and non-political organization, CARE works with communities to help overcome poverty by supporting development efforts and providing emergency assistance. We believe supporting women and girls is one of the most effective ways to create sustainable outcomes in poor communities.
CARE’s long term program will focus on women and girls in rural disadvantage areas with four priority areas: SRM Health and Rights, Women’s Economic Empowerment, Women’s Voice and Education.
PURPOSE OF THE POSITION:
The role of the Field Officer is to ensure all project activities are implementing effectively and efficient at schools and communities level. S/he represent project as focal point in the field level or municipality and required to build and maintain good relationship with local government, INGO/Local NGO and others stakeholders.
MAIN RESPONSIBILITIES:
Project Planning and Report
- Support the Project implementation staffs with some advice for better develop magazines distribution plan,
- Submit monthly report of implementation activities regularly
- Bring the feedback from the field level to project side.
Project Implementation
- Attend the training or workshop on distribution tools/forms and give the input to revise the forms if necessary and reasonable
- Socialize Lafaek magazines in each School level
- Distribute or drop the magazines to each schools and target communities in municipality level base on Distribution and meet the deadline of distribution
- Beneficiary data collection, verified and entry using mobile data or tablet
- Direct distribution the magazines to all Insert Schools
- Distribute the magazine to stakeholders or partners in Suco level, Administrative post and Municipality level
Communication and Coordination
- Communicate with supervisor, colleagues and others Care project staffs
- Coordinate with School staffs to support the magazines distributions
- Regular coordination with Municipality/Administrative Post staff/person included local authority to make sure the community magazines are distributed to each house hold,
- Attend the training or workshop organized by project or CARE
- Represent CARE in the field
Other
- Manage project advances, expenditure and financial acquittal with support from the Project Support Officer
- Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives
- Demonstrate an understanding of gender equality and women’s empowerment and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity
- Uphold and promote CARE’s commitment to Child Protection
- Secure and maintain the CARE Patrimony provided likes: Motorbike, Laptop etc.
EXPERIENCE AND QUALIFICATIONS:
- Minimum secondary degree with at least 1- 3 years experienced in Logistics and materials distribution in the field
- Excellent ability to work independently and in a team
- Candidate needs to be creative, organized and well motivated
- Computer literacy within standard Microsoft Office programs, i.e. Word, Excel, Power Point, and other data base programs an asset
- Have ability to use the Smartphone/Tablet
- Ability to facilitate or socialize project activities with project beneficiary group and partners
- Able to work in any municipal base on project require
- Ability to understand, comply and uphold all relevant CARE International in Timor Leste policies and standard procedures
- Fluent in Tetúm and English is advantage.
- Ability to promote collaboration with CITL staffs, Government, Local Authority no others stakeholders
