The Partnership to Strengthen Village Development and Municipal Administration (PARTISIPA) is currently seeking Coordinator and Officer roles to support the Covid-19 vaccine roll out in Aileu, Ainaro and Ermera.  There will be up to 23 positions available (6 in Ainaro 6 in Aileu, 11 in Ermera).   Position durations: 1.5 – 2 Months fixed term contracts Position locations: based in Aileu, Ainaro and Ermera but will require travel within the three municipalities to support activities.  Languages: Tetum and Mambae are required.  Skills: Applicants with experience in community facilitation, health sector and/or event management are encouraged to apply.  Applicants with previous experience working with NGOs or donor funded programs that support Government of Timor-Leste will be viewed favourably.  Vaccination status:  Applicants must have received both doses of a Covid-19 vaccine How to apply: your application must include: A copy of your CV A cover letter detailing: Experience in community facilitation, health sector and/or event management (maximum 500 words) Where you currently live, or could be based for the duration of the assignment (Aileu, Ainaro or Gleno) Languages you speak Type of driver’s license you have (car, motorbike) Applications may be submitted via email to recruitment@partisipa.tl Applications close on 01 October 2021 at 12pm Dili Time.

 

The Partnership to Strengthen Village Development and Municipal Administration (PARTISIPA) is an Australian Government funded program which supports the Government of Timor-Leste (GoTL) through the following components:

• PNDS: PARTISIPA continues to support the Programa Nasional Dezenvolvimentu Suku (PNDS), or National Program for Village Development, at the national level for program implementation, policy development, data and systems management. The program provides technical assistance to PNDS sub-national staff (municipal and administrative post facilitators) through the Field Support Team (FST).

• Municipal level support: Technical support to municipalities to improve service delivery and stimulate local development (consistent with government policy and current legislation). Since the start of these activities in 2019, PARTISIPA has established small integrated teams in three pilot municipalities (i.e. Baucau, Bobonaro, Ermera) to provide direct support and advice to municipal authorities regarding PNDS, local governance and rural infrastructure. In 2020, the program also started to support the municipality of Dili. 

• Rural water: Technical support to the Ministry of State Administration (MoSA) and Ministry of Public Works for improved policy and guidelines for operations and maintenance; interventions will also be targeted at municipal level to support the operations and maintenance of rural water systems.

• Sectoral coordination: at national and municipal levels to support GoTL policies for local governance and rural development.
