Plan International is committed to advancing children’s rights and equality for girls. We are seeking a motivated, people centred, and detail-oriented People and Culture Coordinator to be based in Dili. This role will play a key part in strengthening and supporting high quality People and Culture systems, processes, and practices across our programs in Timor-Leste.
ROLE PURPOSE
The People & Culture Coordinator plays a key role in supporting the effective implementation of Plan International Timor-Leste’s HR strategy. This position focuses on strengthening talent acquisition, enhancing staff capacity development, and ensuring full compliance with national labour laws and organizational policies. The P&C Coordinator supports end to end recruitment, onboarding, and training processes, while maintaining accurate and up to date staff contracts and HR documentation.
Key Responsibilities
- Maintain accurate, complete, and up to date HR records, ensuring all personnel files contain required documentation (contracts, amendments, onboarding forms, and training records).
- Perform partnerships data assessment and visits to partners and perform capacity-building training for partners when needed.
- Support internal and external audit processes by preparing, organizing, and providing all necessary HR documentation and evidence in a timely manner.
Talent Acquisition and Onboarding
- Manage the recruitment of all Junior to mid positions (Officers & Coordinators) including; JD review, job advertisement, longlisting, and interviews; ensuring timely recruitment while upholding quality, gender equity and inclusion, and child safeguarding standards.
- Implement effective on boarding program and ensure alignment with PITL on-boarding Standard.
Learning & Development and Performance Management
- Ensure all performance stages are completed by reminding staff and line managers of the timeline of each stage
- Assess, identify, prepare and compile staff training needs as per performance appraisal results and work with the P&C Manager on the annual training plan.
- Coordinate annual Learning & Development (L&D) plans that support employee growth and organizational capability.
- Coordinate external training providers when needed and ensure compliance with procurement and budget guidelines.
Compensation and Benefits
- Manage the preparation of all staff payroll and timely disbursement of salaries or other employee benefits by ensuring leave and timesheet tracking for updating any payroll changes accurately and timely,
- Work closely with the Finance team to ensure that timesheets are completed on time and all staff information is accurate for payroll processing
- Manage the Staff Medical Scheme by overseeing the reimbursement processes, ensuring that all medical claims are processed accurately, efficiently, and in a timely manner.
Employee Relation, Staff Engagement and Wellbeing
- Support P&C Manager in facilitating, organizing, and evaluating comprehensive wellbeing programs that address the physical, mental, and emotional health of the PITL employees.
- Facilitate staff exit processes, ensuring thorough documentation, handovers, and organizational learning to support smooth offboarding.
Human Resource Information Systems (HRIS)
- Oversee and maintain accurate and up-to-date staff records across HRIS, and compliance with data protection policies.
- Induct staff and new joiners on the use of HRIS through training
- Act as a focal point for all HRIS-related issues (leaves and performance management-related assistance
Technical expertise, skills and knowledge
- Bachelor's degree in human resource management or any other relevant business degree
- Four (4) years’ experience in Human Resources, including staff capacity building and development.
- Responding to multiple demands from staff members
- Excellent understanding of child rights, gender equality and development issues.
- Knowledge of applicable local laws and regulations (INSS, taxes, etc.)
- Experience in HR Information Systems (HRIS)
- Excellent written and oral communication skills, with excellent command of spoken and written English.
