TERMS OF REFERENCE

Position:  Water Supply and Irrigation Engineer (1 Post)

Classification:  Fixed-Term Contract – Contrato a Termo Certo 

Duration: One Year with a 2 Months’ Probation Period (with the possibility of extension based on the performance assessment and the need)

Reports to: Coordinator of Infrastructure Fund Management Directorate 

Division: Infrastructure Fund Management Directorate, Major Project Secretariat (MPS), Ministry of Planning and Territory

A.          BACKGROUND

The Infrastructure Fund (IF) is an Autonomous Agency and was established according to the Law Nu. 1/2016 on the General State Budget to ensure the effectiveness and efficient implementation of the strategic investments and infrastructure projects. The Major Project Secretariat (MPS) under the Ministry of Planning and Territory is responsible for providing technical and administrative support to the Council for the Administration of the Infrastructure Fund (CAFI) based on the Decree-Law Nu. 13/2016.

The purpose of this recruitment is to search for an engineer who is specialized in the area of water resources management and irrigation, to be responsible for the water and agricultural sector at the MPS. He/She will collaborate with the Government Agencies (National Development Agency & National Procurement Commission), Line-Ministries (The Project owners), and the relevant stakeholders, to carry out the project appraisal, facilitate the feasibility study implementation and assist the ex-post evaluation for projects related to water and agricultural portfolios. Moreover, the incumbent is also required to do the budget planning, allocation and execution of payment for the projects in the mentioned programs. To execute the payment, he/she is required to coordinate internally with the Finance Directorate in the creation of Commitment of Payment Voucher (CPV), Payment Request (PR) and the Payment Order (PO), and its continuity for the final payment by the Treasury Department.

 

B.     SCOPE OF WORK

The consultant will perform the following task:

  • Cooperates with the Government Agencies and Line Ministries, and relevant stakeholders for the smooth implementation of IF projects within Water and Agricultural sectors;
  • Participates in preliminary project appraisal, assessment and review of major projects, not only at their preliminary technical feasibility but also their economic and financial feasibility;
  • Assists in more detailed and comprehensive project appraisal analysis particularly with respect to technical feasibility, cost estimation analysis and project implementation aspects;
  • Liaises with the National Development Agency (NDA) for reviews of bidding documents, including TORs, Bid Specifications, and ensuring the budget allocation for the related projects, prior to the procurement by the National Procurement Commission (NPC);
  • Assists in the ex-post evaluation, particularly in data collection and analysis for post-construction performance monitoring of samples of completed major projects;
  • Liaises with the Government Agencies, Line-Ministries and relevant project stakeholders through project working group’s or related meetings, as per requirement;
  • Liaises with the National Directorates of the relevant Line Ministries (LM) for the reviews of technical studies including technical and preliminary feasibility studies, topography studies and geotechnical surveys, detailed engineering designs, drawings, cost estimations, BoQs, etc, of the ongoing and new major Projects;
  • Contributes to quarterly and annual IF status reports, project appraisal reports, and other relevant reports;
  • Reviews the payment request and due diligence of supporting documents, including the technical and financial certificate, before submitting for final payment by the Treasury Department.
  • Participates in the related technical, and IF budget discussions, and provide the relevant inputs or supports as per requirement;
  • To performs other related duties as required by the Coordinator of Infrastructure Fund Management Directorate (IFMD).

 

C.    KEY DELIVERABLES

  • Reviews of Project Briefs, prepared  by relevant Ministries,  or other agencies;
  • Reviews of  Detailed  Design  Reports and Tender Documentation to be completed and ready for further action
  • Reviews of Bid Documents prior to submission to NDA for final review before Submission to NPC;
  • Files maintained on contract agreements with supporting documents of the selected bidder as received from NPC;
  • Payment requests, certificates prepared, and submitted on- time for approval and payment by the Treasury Department;
  • Contributions to IF status reports and appraisal reports, etc, prepared and submitted;
  • Within four weeks of commencement, develop an Annual Work Plan that is consistent with the relevant activities and Performance Indicators of the MPS 5 Years Business Plan;
  • Monthly Progress Reports against the agreed Annual Work Plan;

 

D.    SELECTION CRITERIA

  • First degree or master (preferred) in water resources management and irrigation, engineering or related disciplines with strong skills and experience in one or more of these areas of expertise;
  • Relevant professional experience of minimum 3 to 5 years in performing the above or similar tasks;
  • Excellent English language skills both speaking and writing and ability to speak and write in Portuguese or Tetum will be expected;
  • Excellent computer skills;
  • Readiness to work with other International/national staff within a multicultural environment.

 

E.     PERFORMANCE EVALUATION

The performance of the incumbent will be assessed and evaluated by the Coordinator of IFMD using the performance appraisal system that has been set at the MPS.

This position will be subjected to a two (2) month probation period.
