INTRODUCTION:
CARE is an international development and humanitarian aid
organization fighting global poverty, with a special focus on working
with women and girls to bring lasting change to their communities. As a
non-religious and non-political organization, CARE works with
communities to help overcome poverty by supporting development efforts
and providing emergency assistance. We believe supporting women and
girls is one of the most effective ways to create sustainable outcomes
in poor communities.
CARE’s long term program will focus on women and girls in rural
disadvantage areas with four priority areas: SRM Health and Rights,
Women’s Economic Empowerment, Women’s Voice and Education.
PURPOSE OF THE POSITION:
The role of the Project Officer is to ensure all project activities
are implementing effectively and efficient at schools and communities
level. S/he represent project as focal point in the field level or
municipality and required to build and maintain good relationship with
local government, INGO/Local NGO and others stakeholders.
MAIN RESPONSIBILITIES:
Project Planning and Report
- Support the Deputy Project Manager to develop a Project implementation schedule and plan for the year
- Develop monthly work plans for project implementation and ensure the activities are conducted as per the plan
- Develop magazines distribution plan per edition
- Submit monthly report of implementation activities regularly
- Bring the feedback from the field level to project side.
Project Implementation
- Attend the training or workshop on distribution tools/forms and give the input to revise the forms if necessary and reasonable
- Distribute or drop the magazines to each schools and target communities in municipality level base on Distribution and meet the deadline of distribution
- Beneficiary data collection, verified and entry using mobile data or tablet
- Direct distribution the magazines to all Insert Schools
- Distribute the magazine to stakeholders or partners in Suco level, Administrative post and Municipality level
- Identify Project Beneficiary/stakeholders Impact (success) story and inform to MEL team to develop and record,
- Coordinate and Facilitate Community Dialogue activity at Village/Suco level
- Participated or involve in Village/Suco’s Council meeting per month
- Present the project achievement and beneficiary’s data to Municipal’s education and administration authority once per year and other relevant stakeholders.
Communication and Coordination
- Communicate with supervisor, colleagues and others Care project staffs
- Coordinate and accompany the visit of management team or donors in school and communities,
- Actively coordinate with Municipality Director of Education, School director/coordinator and teachers,
- Regular coordination with Municipality/Administrative Post staff/person included local authority to make sure the community magazines are distributed to each house hold,
- Attend the training or workshop organized by project or CARE
- Represent CARE in the field and support any additional activities require by the project within CITL
- Engage and promote LAFAEK FACEBOOK PAGE and WEBSITE to the youth and stakeholders at municipal level,
- Identified any other potential stakeholders for Sponsorship purpose at their own municipal and report to Private Sector Engagement for further negotiation.
Other
- Manage project advances, expenditure and financial acquittal with support from the Project Support Officer
- To proactively participate in the APPA process including the annual appraisal, midyear review and regular 1:1 meetings, ensuring that the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities
- Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives
- Demonstrate an understanding of gender equality and women’s empowerment and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity
- Uphold and promote CARE’s commitment to Child Protection
- Secure and maintain the CARE Patrimony provided likes: Motorbike, Laptop etc.
EXPERIENCE AND QUALIFICATIONS:
- Minimum secondary degree with at least 3-5 years experienced in Logistics and materials distribution in the field
- Excellent ability to work independently and in a team
- Candidate needs to be creative, organized and well motivated
- Computer literacy within standard Microsoft Office programs, i.e. Word, Excel, Power Point, and other data base programs an asset
- Have ability to use the Smartphone/Tablet
- Ability to facilitate the meeting or training in community level and/or project level
- Have good knowledge about the municipality to apply for and stay in the refer municipality.
- Ability to write the report and submit to Deputy Project Manager for Field Implementation, Monitoring and Evaluation and Education of Municipality
- Ability to understand, comply and uphold all relevant CARE International in Timor Leste policies and standard procedures
- Fluent in Tetúm and English is advantage.
- Ability to drive the motorbike in rural area and have a valid drive license.
- Ability to promote collaboration with CITL staffs, Government, Local Authority no others stakeholders
