The Australia Timor-Leste Partnership for Human Development (PHD) supports the Government of Timor-Leste’s Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to invest in improved wellbeing for Timor-Leste’s people. PHD aims to deliver lasting impact on the program goal: ‘People in Timor-Leste are healthier, better-educated and better able to contribute to Timor-Leste’s development’. Through PHD, Australia supports the Government of Timor-Leste (GoTL) to deliver higher quality and inclusive services in primary health, basic education and social protection.
Abt Associates Australia is the implementation partner for PHD, contracted since May 2016, that will continue to May 2026.
The Opportunity
We are seeking a long-term Senior Officer – Communications & Public Awareness to join PHD's Social Solidarity and Inclusion (SSI) team to support the Ministry of Social Solidarity and Inclusion (MSSI), particularly in their main areas of focus - the design and implementation of the mother and child cash benefit program - Jerasaun Foun and Disability Inclusion (guided by the priorities in the Disability National Action Plan 2021-2030).
The Senior Officer will work in partnership with MSSI’s Media Unit, PHD's SSI team and PHD’s Communications team to design, develop and deliver practical and effective media, community awareness and socialisation campaigns the key priority areas.
Joining a team of dedicated professionals and technical experts, the Senior Officer will report to the Sector Lead - SSI and be guided technically by PHD's Social Protection Policy Adviser on Jerasaun Foun issues and by PHD's Disability Adviser on Disability Inclusion issues.
About You
We are seeking an individual who will bring:
- Practical experience in developing and implementing communications and public awareness plans and materials for a diverse range of stakeholders
- Knowledge of current and emerging communication mediums and experience with the application of a range of design tools (i.e Adobe InDesign, Photoshop, Illustrator, Premiere)
- Knowledge of Timor-Leste Social Protection System and/or experience of working with Government Institution
- Good organisational skills, capable of taking initiative and working independently
- Fluency in English and Tetum essential, with demonstrated strong written and verbal communication skills
