BACKGROUND
The Asia Foundation (the Foundation) is implementing the Nabilan Program: Ending Violence Against Women (EVAW) in Timor-Leste under a Grant Agreement with the Australian Department of Foreign Affairs and Trade (DFAT). The program began on 15 April 2014 and, with the extension in Phase 2, will run until June 2022. The Nabilan Program goals are to (a) ensure that everyone in Timor-Leste lives free from violence, are protected, and can contribute to a stronger society; and (b) to reduce acceptability and use of violence in Timor-Leste.
SUMMARY OF POSITION RESPONSIBILITIES
The Senior Technical Advisor (STA) will provide tailored advice and support to the Services and Social Norms Change work of the Nabilan Program. The STA will work collaboratively with the Nabilan team and our partners to ensure that all interventions are based on evidence, do no harm, and of the highest quality. Under the Services Pillar, the STA will work primarily with frontline service providers to improve the support provided to vulnerable clients, including those experiencing multiple and intersecting discrimination and barriers to services. Direct interaction with clients may be required from time to time. Under the Social Norms Change Pillar, the STA will support community mobilization to prevent violence against women (SASA/KOKOSA! and Stepping Stones/NeNaMu). The STA will also be the lead in ensuring all prevention interventions are done safely using trauma-informed practice and with appropriate psychosocial support for participants. The STA will also assist the Deputy Team Leader (SNC) with government coordination.
RELATIONSHIPS
Internal
Program, finance, and administrative staff in the Foundation’s Timor-Leste office on a regular basis; Foundation offices in San Francisco headquarters, Washington DC, and other country offices in Asia on an occasional basis.
External
Current Timorese partner organizations, including NGOs and government agencies; Timorese civil society organizations, government organizations, international NGOs working in Timor-Leste; Australian Embassy in Timor-Leste; other bilateral and multilateral donors in Timor-Leste.
POSITION ACCOUNTABILITIES
- Provide technical advice, support, and training to the Nabilan team and partner organisations and government partners to ensure high-quality service delivery to women and children experiencing violence.
- Support the development of a Social Worker Association in Timor-Leste.
- Work with frontline VAWC service providers to promote best practice and high-quality client care. Direct interaction with clients may be required from time to time.
- Support community mobilization interventions to prevent violence against women (primarily SASA/KOKOSA! and Stepping Stones/NeNaMu). This will include direct facilitation as well as mentoring and support for program officers and senior program officers.
- Lead Nabilan’s support for feminist networks and activists in Timor-Leste – including through Bin-Alin Hakbiit Malu.
- Ensure all prevention interventions are done safely using trauma-informed practice and with appropriate psychosocial support for participants.
- Assist the Deputy Team Leader (SNC) with government coordination.
- Promote best practice and evidence exchange with CSO partners, Government, UN Agencies, donors, and international networks.
- Contribute to program learnings, adaptations, and research.
- Comply with relevant donor and TAF grant regulations and procedures.
- Any other duties as assigned.
REQUIREMENTS
Education
Relevant qualifications in social work/community development/community health/psychology.
Experience and Skills
- Previous experience working on programs aimed at ending violence against women and/or women’s rights.
- Previous experience in a frontline VAWC or health service provider in Timor-Leste.
- A personal commitment to promoting gender equality and to modelling personal behaviours consistent with the program focus.
- Demonstrated ability to facilitate learning and mentoring.
- A willingness to pro-actively identify ways in which the program can better reach disadvantaged or marginalised groups, particularly people with disabilities and sexuality, sex, and gender diverse people.
- A commitment to working respectfully and collaboratively with individuals and organisations at a range of levels.
- A commitment to working in a multi-disciplinary team with a strong focus on research, evaluation, learning, and networking.
- Strong oral and written communication skills.
- Strong English and Tetum communication skills.
- Willingness to travel to the districts.
