Cardno ID PI seeks a Senior Site Engineer for the Dili Water System Emergency Repair Program (DWSERP)
About the Project
On
4 April 2021, Timor-Leste experienced catastrophic flooding from
intense rainfall generated by Cyclone Seroja. This was a ‘once in 250
years’ event that critically damaged, and in some locations destroyed,
Dili’s urban water supply infrastructure. As a result, an estimated 45%
of Dili households have been left without access to clean water and
continuous water supply.
Dili’s water is supplied from six major gravity water supply systems, together with smaller groundwater pump systems. All of these systems were damaged to some extent during the 4 April floods. The two major transmission lines (Beemos and Mutudare/Lakoto) that feed Dili’s water supply collapsed, and are in peril of being unrecoverable given that the area in which they were contained and the surrounding landscape was washed away.
The emergency response goal of DWSERP is to address the urgent and immediate need for clean and continuous water supply across Dili by repairing the two main transmission lines that feed Dili. The program’s longer-term goal is to ‘build-back-better’ through climate resilient, inclusive and accessible water infrastructure which improves access to services and contributes to broad-based, inclusive and sustainable economic growth in Timor-Leste.
About the Role
DWSERP is currently seeking to fill a fixed term Site Supervisor who will work as a member of the Project supervision team and under the direction of the Principal’s Representative for the work relating to repair of two main transmission lines in Dili, Timor-Leste.
The role will be engaged as a full-time position in Timor-Leste.
The Contracting arrangement for this position will be fixed term employment. A sub-Contracting arrangement can be negotiated, however Cardno’s Standard Terms of Engagement, including amount of insurances will be effective under this arrangement.

About You
The successful candidate will possess relevant tertiary engineering qualification with experience as a construction site engineer, preferably on a water transmission line project. S/he must have strong computer literacy skills with advanced knowledge in MS applications, strong written and verbal communication skills, ability to complete written work in English and ability to communicate in both English and Tetum.
An attractive remuneration package will be offered commensurate with experience and qualification of the successful candidate.
This position is an unaccompanied, full time position based in Timor-Leste with the necessary provisions as agreed.
