Marie Stopes Timor-Leste (MSTL), a member of the Marie Stopes International (MSI) global partnership is non-profit, non-government organization (NGO) specializing in supporting and delivering high quality family planning and sexual and reproductive health services (SRH). We have been working in Timor-Leste since 2007 to support the Ministry of Health (MoH) implement national reproductive health strategies and achieve national maternal health goals. Our guiding principles are to support the MoH to deliver a broad range of high-quality family planning and SRH services ensure excellence in clinical quality; and support the delivery of services that are client-focused and promote choice.
MSTL seeks for a Timorese National for the position of Monitoring & Evaluation Specialist based in Dili with frequent travel to Municipalities.
As a member of the Evidence to Action team, M&E Specialist is responsible for all research and monitoring and evaluation (M&E) activities for Marie Stopes Timor-Leste core business and projects. The M&E Specialist works closely across all teams to ensure that client and service data systems are high-quality, efficient, and meet MSI privacy standards. The M&E Specialist supports staff in achieving program goals and objectives.
Key Requirements of the Position:
Qualifications: |
- Bachelor’s degree in relevant area (health, social sciences, statistics, or development)
Experience: |
- Minimum 3 years management experience in related area (minimum 5 years management experience without higher education)
- Experience designing monitoring and evaluation plans and activities
- Experience conducting primary qualitative and quantitative research
- Experience writing reports and presenting findings to stakeholders
- Familiar with working in rural areas, with a focus on participatory processes
- Experience working in the health sector, preferably family planning
Skills: |
- Ability to work independently with self-directed work
- Fluent in English and Tetun
- Organizational skills to prioritize and manage workload
- Ability to work effectively under pressure and meet deadlines
- IT literate, with advanced skills in MS Access and Excel (or other databases)
- Demonstrated attention to detail and accurate
- Ability to be flexible and support the needs of the team as required
