Overview

The Department of State Trafficking in Persons (TIP) Office has requested an evaluation of TIP Office-funded programming that has contributed to the development and/or implementation of victim identification data collection and data collection systems. Through this evaluation, the TIP Office seeks to identify successes, challenges, and promising practices, as well as the conditions facilitating programmatic success, to bolster the effectiveness of future victim identification data collection programs. DevTech seeks local evaluation specialists to actively support the collection of qualitative data from diverse stakeholders in Timor-Leste.

Scope of Work

  • Participate in a kick-off call with the DevTech team 
  • Participate in regular phone/Skype communications with evaluation team
  • Translate data collection tools into local language and contribute to revising data collection tools, as directed by the Team Lead
  • Prepare and facilitate logistics for field work, including reaching out to and scheduling interviews with stakeholders, identifying suitable stakeholders for interviews and surveys, obtaining government approvals, and arranging meeting locations (virtual and/or in-person as appropriate)
  • Conduct data collection activities (key informant interviews and, where needed, surveys) in Timor-Leste, in accordance with the evaluation plan and data collection protocols
  • Conduct follow-up communications with informants as necessary
  • Translate interview notes/transcripts and submit clean copies, in English, to Team Lead and Program Manager within 72 hours of completion of interview
  • Maintain focused and effective communications with the evaluation team to problem solve, lend subject matter expertise and guidance as necessary, and ensure issues are addressed in a timely manner

Qualifications

  • Master’s Degree in International Development, Monitoring and Evaluation, Statistics, Law, Criminal Justice or a related field.
  • Strong knowledge, skills, and experience in qualitative and quantitative evaluation toolsand methodologies
  • Experience successfully organizing logistics for an evaluation team
  • Fluency in English and local languages
  • Must be a resident in Timor-Leste

Experience Requirements: 

  • Minimum of 8 years’ professional experience in evaluations; designing methodologies, data collection, data analysis and report writing.
  • Lengthy experience conducting key informant interviews, focus group discussions, and in person and telephone surveys
  • Extremely organized and thorough with data collection 
  • Experience in data management; analysis of quantitative and qualitative data using analytic software
  • Demonstrated experience using qualitative evaluation methodologies
  • Able to review, interpret and analyze as needed existing data pertinent to the evaluation
  • Experience with the US State Department and/or USAID is a plus
  • Demonstrated work experience and knowledge in criminal justice and/or human trafficking is a plus

Deliverables, Level of Effort, Schedule

  • Revisions of the data collection tools
  • Interview notes for each key informant interview within 24 hours of completion
  • Data tables or visualizations, as requested by the Team Lead
  • Sections of the draft and final evaluation report, incorporating comments and feedback from DoS
  • IRB and government ethnical approvals, if necessary
