1.      Background

In response to Government requests and the severity of consequences Hazards and Disaster in Timor-Leste, it is now crucial to raise awareness to vulnerable communities on the Disaster Risk Reduction with the appropriate information and messages as part of the ongoing implementation of the CITL flood response project in Timor Leste.

 

In this line, CARE is planning to produce radio drama to be broadcast in the community radio at both Dili and Viqueque Municipality, which will help strengthening community awareness and understanding of disaster risk reduction and Disaster preparedness and response.

 

2.      Objective of producing Radio Drama

a. Produce 3 episode of radio drama on disaster risk reduction and Disaster preparedness and emergency response messages based on community context and friendly to easily understand ;

b. To improve  the awareness of community on Disaster Risk Reduction and disaster preparedness and response;

 

3.      Expected impact  

1. Community members, women, children and people with disability in both Dili  Viqueque and Covalima Municipalities comprised of 8000 households will have access to the key messages on disaster risk reduction and preparedness to response disaster through radio broadcasting

2. Community in three municipalities have increased their awareness on disaster risk reduction and  emergency response;

3. Community members in Dili and Viqueque will have increased their knowledge on how to be self-resilient during the emergencies by preparing for emergency response.

 

4.      Key Responsibilities

1.      The script writer and producer will be responsible for

a. Write 3 episodes of radio drama scripts disaster risk reduction and emergency preparedness and response messages based on radio drama content from CARE International in Timor-Leste.

b. Collect feedback from CARE for their endorsement of the radio drama scripts in Tetum and local Language (Makasae, and tetum terik)

c. Produce radio drama recording in the language of Tetum, Makasae and Tetum Terik.

d. Collect feedback and endorsement of the Radio drama audio recording in Tetum, Tetum terik and Makasae

e. Collect community feedback (Dummy test) on the radio drama audio recording.

f. Submit the final radio drama audio in Tetum and local language (Makasa’e  and Tetum Terik.) to CARE International in Timor Leste.

 

2.      CARE will be responsible for

a. Conduct an orientation session with the script writer and producer of Radio Drama

b. Pay Radio Drama production fee based on the amount that written in the contract offered after receiving final radio drama audio, which certify by community radio in both Municipality Dili and Viqueque.

c. Broadcasting Radio drama in both community radio of Dili and Viqueque.

 

3.      Final deliverable

Radio Drama Script writer and producer will Handover final Radio Drama audio product certify by community radio to CARE International in Timor Leste

 

4.      Consultant Contract duration

The contract will last for 15 Calendar days, starting from 22nd of January to February 04th 2022..
