Job Title: Grant Officer (TL National Position)
Place of Work: Dili, with regular travel to Manufahi and Liquiça Districts
Capacity: Full time
Hours: 40 hours/week
Duration : Until 31th December 2022
Reports to: Operations Director
Start date: 21st March 2022
Explanation of Role
WaterAid is an international NGO dedicated to the provision of safe domestic water, sanitation and hygiene education to the world’s poorest people. We work with local partners to help communities access safe water, sanitation and hygiene (WASH). And we use our experience and research to influence decision-makers to do more to provide these vital services. WaterAid has been working in Timor-Leste since 2005 and our vision is that all Timorese should have access to safe water, sanitation and hygiene by 2030. WaterAid is able to provide great training and educational opportunities, good working conditions and the opportunity to join a highly motivated and award winning team.
This position involves supporting WaterAid’s water project work with local NGOs and organisations, with a particular emphasis on enabling WaterAid staff and guests to access rural communities. This position will be based in Dili and will travel to municipalities when required.
Key Accountabilities
- As an element of grant management in coordination with the Operations Director and Program Director
- Support municipalities Finance Officer and Finance Assistant for daily grant coding, especially for Water for Women grant
- Completing or assisting with agreement, compliance, monitoring and acquittal process
- Partner NGO local visit for acquittal process and reporting mechanism
- Work collaboratively with the Melbourne Program Operations and Finance team on relevant grants.
- Using a spreadsheet to collect information provided from municipality Finance Officer and Finance Assistant
- Provide feedback to finance team and program team in Timor-Leste for grant management
- Ability to work under pressure with the high volume of grant processing and reporting
- Quarterly finance progress meeting with NGO local partners
- Grant distribution for finance reports from partners
- Support Operations Director when required
- Support partners related to finance and grant management when required
Person Specification
The following criteria will be used to assess candidates for the post. All applicants must address these criteria in their application:
1. Education
- Degree or professional qualification in a relevant area i.e. accounting, management and finance
- Knowledge and skill of office operations and management
- Knowledge and skill of project finance and grant
- Ability to plan own work, set priorities and complete tasks if under time constraints or when faced with competing demands.
- Ability to use computer, word-processing, spreadsheets and email.
- Ability to communicate clearly both when speaking and writing in English and Tetum.
- Ability to work under pressure with the high volume of grant processing and reporting
- Experience undertaking a range of grant and finance tasks.
- Experience in office operations and management.
- Experience of involvement in a grant management process.
- Experience in managing and supervising staff
- Experience capacity building local organisation’s grant management systems.
