Explanation of Role
WaterAid is an international NGO dedicated to the provision of safe domestic water, sanitation and hygiene education to the world’s poorest people. We work with local partners to help communities access safe water, sanitation and hygiene (WASH). And we use our experience and research to influence decision-makers to do more to provide these vital services. WaterAid has been working in Timor-Leste since 2005 and our vision is that all Timorese should have access to safe water, sanitation and hygiene by 2030. This position involves supporting WaterAid’s municipal program teams, local NGO partners, and organisations and coordinating with other WaterAid’s departments and national working groups. The role will focus on technical and engineering quality aspects of rural and school WASH program implementation. The position will provide technical support and guidance to the municipal program teams, local NGOs and organizations to plan, implement and monitor the project activities effectively.
Key Accountabilities
This position will report to WASH and Climate Change Lead as a line manager and work closely with PEAU Manager and Managers on the technical aspect of WASH implementation. In addition, the position will support project planning, review, reporting, and helping the team and capacity-building support. The responsibilities will include the following principal elements:
1. Key Responsibilities
- Support partners to develop minimum standards and guidelines that align with the national and WaterAid standard for the use of WaterAid and NGO partners.
- Support develops and reviews the project’s technical design documents on community WASH and Schools.
- Directly support the field team and partners on technical input, particularly on the quality aspect and procurement process.
- Conduct Monitoring of the project site and preparing the progress of the report.
- Identify the capacity needs and provide capacity to implementing partners where needed.
- Collaborate with MEL team for using standard data collection system.
- Support data collection from the implementation by working with municipal teams and partners.
- Monitor the progress of projects from initial to end, from feasibility stage, design, construction and inspection, and then handover to the government.
- Promote and involve in the use of mWater in the project monitoring, learning and other activities with coordination with MEL teams.
- Organize and collect various technical data from WaterAid’s projects.
- Produce learning documents, such as case studies and briefing notes about technical challenges and achievements from WaterAid’s projects.
Person Specification
The following criteria will be used to assess candidates for the post. All applicants must address these criteria in their application:
1. Education
- Degree or professional qualification in a relevant area i.e. Engineering and WASH experience
2. Knowledge and skills
- Knowledge and skill project management design and implementation
- Ability to plan, set priorities, and complete tasks under time constraints or when faced with competing demands.
- Ability to use computer, word-processing, email and using relevant software for engineering designs.
- Ability to communicate both when speaking and writing in English and Tetum.
- Ability to work under pressure with the high volume of designs and implementation.
3. Essential Experience
- Experience undertaking a range of WASH technical tasks.
- Experience in project management.
4. Desirable Experience
- Experience of involvement in a WASH Technical process.
- Experience in monitoring and supervision project implementation
- Experience capacity building local for the organization on WASH technical aspect.
